국문 초록

본 연구의 목적은 수도권 집중완화와 지역발전을 목표로 추진 중인 동남권 메가시티전략이 성공적으로 추진될 수 있는 방향의 하나로서 실물산업기반 금융산업의 발전을 위하여 부산금융중심지의 육성과제를 제시하는데 있다. 이를 위하여 동남권을 중심으로 수도권과의 경제적 규모와 비중의 추이 그리고 두 권역간 인구 추이와 산업 구조적 특징, 특히 금융산업의 규모 등을 비교분석 하였다. 이와 함께 부산이 지난 2009년 이후 추진한 부산금융중심지의 기본적인 추진전략과 성과에 대하여 간략하게 제시함으로써 제안하는 추진과제의 필요성을 역설하였다. 주요 정책제안은 다음과 같다. 첫째, 동남권에 입지한 핵심 주력산업의 경쟁력을 제고하고 지역경제의 활성화를 기대할 수 있으며, 부산금융중심지의 육성을 초래할 수 있는 파생상품거래소의 도입이다. 둘째, 연계형 복합금융클러스터(금융특구 포함)의 구축이다. 이는 부산금융중심지 육성에 필요한 공간확대전략이면서 인접한 지자체와 협력할 수 있는 연결고리이므로 메가시티 추진전략에 실질적인 도움을 줄 것이다. 셋째, 부산의 항만물류와 해운, 울산과 경남의 조선과 수산 등 동남권의 해양관련 산업을 지원 및 활용할 수 있는 다국적 기업이 참가하는 동북아 해양은행의 설립이다. 넷째, 중국경제의 비약적 성장과 중국 위안화의 국제적 위상 등을 고려한 중국 위안화 역외허브시장의 유치 및 조성이다. 마지막으로 부산 금융중심지 육성을 위한 종합적인 추진전략을 수립 및 집행할 수 있는 강력한 추진기구로 가칭 부산 금융공사의 설립이 절실히 요구된다.

영문 초록

This paper intends to provide policy recommendations for Busan Financial Center being a solid infrastructure in order to make a successful implementation of mega-city project aiming at the mitigation of capital area and regional development. For this purpose, economic volumes and relative weights to the national economy, together with the number of population and the structures of industry are compared and thoroughly investigated in both the Capital and the Southeast areas. In addition, the following policy agendas are emphasized to make Busan Financial Center as a global financial hub just like Singapore or Shanghai. The suggested policy agendas are as follows; it is necessary to introduce a commodity exchange for hedging the unwanted price fluctuations of the raw materials. Second, linked multi-finance cluster should be established to expand the current designated Moonhyun area and to make a productive connection for promoting the mega-city project pursued by three neighboring metropolitan cities. Third, we suggest northeast marine bank be also established to help and assist the related industries such as shipping, ship-building, marine-based industries. Fourth, offshore hub for Chinese Yuan to reflect the internationalization of Yuan. Lastly, we strongly recommend Busan Finance Corporation as an effective and reliable control tower for making long-term consistent implementation of strategic approaches.
