전라북도 농촌마을 의식 조사 및 과소화 정책지도 구축

국문 초록

최근 농촌지역은 인구유출과 고령화로 인해 농촌과소화 문제가 심각한 수준이며, 이를 개선하기 위한 국가 차원의 정책사업들이 많이 추진되고 있다. 그러나 사업 추진의 기준이 되는 농촌마을 경계가 정확하게 설정되어 있지 않아 정책수립 및 기초통계 작성에 많은 어려움을 겪고 있다. 본 연구에서는 전라북도 담당 공무원과 마을 이장들을 중심으로 조사체계를 구성하여 마을지도를 제작하였다. 또한 농촌 고령화, 농촌소멸 가능성, 마을 공동체 의식 그리고 경제수준 등과 같은 항목을 선정하여 농촌문제를 진단하기 위한 의식조사 설문을 실시하였다. 설문조사 결과, 농촌마을의 인구감소와 고령화 부분은 대부분 인정하였으나 농촌마을이 소멸될 것이라는 부분에는 동의하지 않았다. 따라서 향후 주민 간 교류를 확대하는 정책지원 및 농촌마을 경제 활성화를 위한 다양한 사업을 지속적으로 추진할 경우 과소화로 인한 마을소멸 문제를 효과적으로 극복할 수 있을 것으로 판단되었다. 또한 통계청에서 5년 단위로 실시하는 인구센서스 조사자료를 마을지도와 연계하여 마을별 다양한 기초통계를 분석하였으며, 인구, 거주가구, 고령자 변화율을 평가하여 농촌마을 과소화 위험등급과 한계마을 특성을 분석하였다. 과소화 위험등급 중 ‘심각’은 고창군, 김제시, 진안군, 정읍시 순으로 분석되었으며, ‘경계’는 고창군, 김제시, 진안군, 부안군 순으로 분석되었다. 또한 한계마을은 전라북도 전체마을 중 4.6%로 나타났으며, 준한계마을은 3.5%로 나타났다. 본 연구에서 제시한 과소화 위험등급 및 한계마을 분석 결과는 향후 전라북도 농촌마을 활성화를 위한 정책 수립시 중요한 의사결정자료로 활용이 가능하리라 판단된다.

영문 초록

Recently, in rural areas, the problem of rural depopulation is serious due to population outflow and aging, and a number of national policy projects are being promoted to improve this. However, there are many difficulties in establishing policies and preparing basic statistics because the boundaries of rural villages, which are the basis for project promotion, are not accurately set. In this study, a village map was produced by constructing a survey system centering on the civil servants in charge of Jeollabuk-do and village heads. In addition, a questionnaire survey of consciousness was conducted to diagnose rural problems by selecting items such as rural aging, possibility of rural extinction, village community consciousness, and economic level. As a result of the survey, most of the rural residents admitted to the declining population and aging of the village, but disagreeing with the fact that the rural village will be destroyed. Therefore, it was judged that the problem of village extinction due to depopulation could be effectively overcome if various projects for policy support to expand exchanges between residents and revitalization of rural village economy are continuously promoted. In addition, various basic statistics for each village were analyzed by linking the population census survey data conducted by the National Statistical Office every five years with the village map. And, by evaluating the rate of change of the population, residential households, and the elderly, the risk rating of rural depopulation and marginal village were analyzed. Among the risk rating of rural depopulation, “Severe rate” was analyzed in the order of Gochang-gun, Gimje-si, Jinan-gun, and Jeongeup-si, and “Alert rate” was analyzed in the order of Gochang-gun, Gimje-si, Jinan-gun, and Buan-gun. In addition, marginal village accounted for 4.6% of all villages in Jeollabuk-do, and semi-marginal village accounted for 3.5% of them. The results of the analysis of the risk rating of rural depopulation and marginal village presented in this study can be used as important decision-making data when establishing policies for revitalizing rural villages in Jeollabuk-do.
