필지면적 품질정보 도입방안 연구

국문 초록

지적확정측량 및 지적재조사사업을 통해 새롭게 등록되고 있는 필지의 좌표는 경계점좌표등록부에 세계좌표계 기준의 투영면적으로 등록하고 있다. 일필지 경계점 좌표를 산출하고 이를 연결하여 만든 것이 바로 일필지 면적인데 이 면적이 정확하다는 판단을 내리는 척도가 부족한 실정이다. 현재의 면적측정은 도해로 등록한 경우 전산측정을 하고 수치좌표인 경우 좌표계산을 통해서 면적 값을 얻고 있다. 경계점의 정확도는 면적을 산출하는 데 영향으로 주고 산출된 면적은 토지대장 및 임야대장에 등록함으로써 부동산 거래에 영향을 미치므로 명확한 기준이 필요한 실정이다. 따라서 본 연구에서는 부동산 거래와 공간정보 융･복합에 있어 매우 중요한 기본 데이터인 필지 정보를 개선하고자 해외 사례와 필지 경계점의 정확도 등급을 구분함으로써 경계점 정확도를 확보하고 면적을 폐합처리하는 방식을 도입하는 방안을 제시하고자 한다.

영문 초록

The coordinates of the parcels newly registered through the cadastral confirmation survey and cadastral re-survey project are registered as the projected area based on the world coordinate system. The one parcel area was created by calculating the coordinates of the boundary point of one parcel and connecting them, but the problem is that there is no standard that this area is accurate. The current area measurement is computerized when it is registered as a diagram, and the area value is obtained through coordinate calculation in the case of numerical coordinates. Since the accuracy of the boundary point affects the calculation of the area, and the calculated area affects real estate transactions by registering it in the land and forest registers, a clear standard is required. Therefore, in this study, we classify the accuracy class of lot boundary points from overseas cases for a way to secure the quality of lot information, which is very important basic data in real estate transaction and spatial information convergence and fusion, and to secure quality information about area information. By doing so, this paper is to suggest a way to secure boundary point accuracy and introduce a method of closing the area.
