국문 초록

본 논문은 지정학적으로 유럽 중심부에 위치하여 4개 국어를 표준어로 삶고 있고 독일, 프랑스, 이태리 문화가 혼합된 스위스가 유럽으로 또는 다른길로 가는 방법을 진단해 본다. 스위스는 EU회원국이 아니다. 1990년대부터 스위스 정부가 EU가입을 추진하고 국민투표에 부쳤지만 번번이 국민투표의 반대결과에 의해 좌초되고말았다. 얼핏 보기에 스위스는 유럽통합의 주축국인 프랑스, 독일, 이탈리아에 인접한 유럽이라는 대해의 ‘고립된 섬’과 같다. 지정학적으로 유럽의 중심을 자부하면서 동시에 EU와의 관계에서는 ‘고립된 국가’처럼 보이고, 유럽정체성의 중요한 가치인 자유와 민주주의를 EU와 공유하면서 대외적으로는예외적인 영세중립을 고수한다. 즉, 일견 한편에서는 매우 국제적인데 다른한편에서는 고립주의를 나타내고 있다. 언어적 지리적 차이를 극복하고 민주주의 제도 및 기독교 정체성을 EU와공유하고 있는 스위스는 왜 EU에 가입하지 않고 이웃국가로 남아있기를 선호하는 것일까? 본 논문에서는 스위스와 유럽연합의 관계의 역사를 통해 스위스의 對 유럽정치의 연속적인 측면과 변화에 대해서 살펴보고 그 미래에대해서도 조심스럽게 전망해보고자 한다.

영문 초록

This article is explaining of the different way of Swiss where is geographicallylocated in the center of Europe and is mixed by the various cultures, such asGermany, France, Italy. By the way, Swiss is not a member of European Union. From 1990, thegovernment of Switzerland tried to joint to EU and started negotiations about aspecial relationship with EU. But as a result of the rejecting referendum, Swiss couldnot be able to joint in EU. At first glance, Swiss is like a ‘isolated island’ in theocean of european integration surrounded by France, Germany and Italy who haveplayed a important role to integrate the nations of Europe. In other worlds,Geographically, Swiss is the center of Europe, at the same time, he is looked such asan ‘isolated nation’ in Europe. In addition, even though Swiss share of the value ofEU and European identity, but he prefer to show the exceptional permanentneutrality. Why does Switzerland who share the democratic system politically and identityreligious of EU reject to the membership of EU? Why does he give the preferenceto be neighbor of EU. This article will be show the history of the relationshipbetween swiss and EU : ‘continuity and change’, and expect carefully the future ofthis relations.
