국문 초록

민주주의’로 이행하고 있다는 주장은 1980년대 미국을 필두로 한 민주주의체제 조장학파들에 의해 주로 논의되어 왔다. 또한 1970년대 후반부터 세계의 많은 개발도상국가들이 권위주의체제에서 탈피하고 있던 것도 기지의 사실이다. 그 결과 서방의 정치학자들은 이러한 변화를 ‘민주주의의 제3의 물결’이라고 명명하였다. 그럼에도 불구하고, 일단의 비교정치학자들은 이러한체제전환 패러다임의 가정들은 실제의 정치적 상황변화의 사실들에 의해 증명되지 못하고 있기에 그 패러다임은 폐기되어야 한다는 주장을 제기하고있다. 이들에 따르면 이전의 권위주의적 정치체제의 민주화 과정, 특히 동유럽의 나라들에서 관찰되는 민주화 과정의 분석에 있어 더 이상 유효하지 않다는 것이다. 본 비평논문은 동유럽을 위시한 개발도상국들에서 관찰되는혼합정체, 즉 민주주의와 권위주의가 혼합된 정체를 분석한 최근의 국제정치학계의 연구 성과를 종합적으로 재조명하고자 한다.

영문 초록

As has been widely known, the ‘transitional democracy’ model for formerauthoritarian countries was developed by the democracy-promotion community inU.S. during the 1980s. Since the late 1970s, in fact, many developing countries havemoved away from authoritarianism. Some Western observers see this as a third waveof democracy. Recent accounts however, challenges the transitional paradigm. Nevertheless, some political scientists argue that its core assumptions have not beenconfirmed by actual patterns of political change, so the transitional paradigm is outdated and no longer useful in the analysis of democratization of former authoritariancountries, especially in the Eastern Europe. This article reviews those recent accountsregarding the hybrid regimes in the Eastern Europe and other parts of the worldafter the transition.
