국문 초록

이 논문은 유럽연합의 우크라이나에 대한 정책을 역사적으로 분석한다. 1990년대 탈 냉전기가 시작되던 시기 유럽연합은 가장 근접한 거리에 있는중·동유럽과 발트 3국 등 구 공산권 일부만을 흡수의 대상으로 인식하면서초기 정책의 틀을 결정했다. 이들은 유럽의 지속적 관심과 지원의 대상이었고 특히 유럽연합 내에서 독일이나 북유럽 국가들은 대상국의 확실한 지지세력으로 기능하였다. 반면 우크라이나는 러시아의 영향권으로 인식하는 경향이 강했다. 21세기로 들어서면서 우크라이나는 오렌지 혁명을 계기로 유럽연합에 접근하였다. 하지만 유럽연합의 입장에서는 이미 중·동유럽의 10개국을 새로운 회원국으로 흡수하는데 몰두하였고, 우크라이나라는 새로운 흡수 대상국을 염두에 두기에는 무리였다. 2013-2014년 마이단 혁명 이후 우크라이나는 다시 유럽연합을 지향한다는 지정학적 방향을 밝혔다. 사실 마이단 혁명 자체가 러시아로부터 벗어나려는 시민사회의 반발에서 비롯되었다고 볼 수 있다. 그럼에도 불구하고 러시아의 강력한 반발과 유럽연합의 미온한 대응으로 우크라이나의 미래는 불투명한 상황이다.

영문 초록

This article analyzes the European Union policy toward Ukraine from a historicalperspective. At the beginning of the post-Cold war era of the 1990s, the EU hasprivileged the most proximate countries of Central and Eastern Europe as well as thethree Baltic countries. They have been considered as future members of the EU andthus have been systematically supported and helped. Germany and Scandinaviancountries have been instrumental in stirring the EU support for these countries. TheEU tended to consider Ukraine as a country in the sphere of Russian influence. TheUkrainian Orange Revolution has attracted international, and especially Europeanattention into this country and her desire for European membership in the newcentury. Nevertheless, the EU, at that period, was to much absorbed by the dauntingtask of digesting ten new members from Central and Eastern Europe, and was notready to consider further enlargement. The Maidan revolution of 2013-2014 has beena new attempt to declare Ukrainian European vocation. It was simply a reaction ofUkrainian civil society against Russian geopolitical influence. In spite of this strongcommitment, Ukrainian European future does not seem to be clear due to strongRussian military and political interference as well as the prudent European approach.
