국문 초록

건축물의 고유 수명은 시간의 경과에 따라 성능 저하, 노후화가 진행되며 이는 건축물의 기능과 안전에 영향을 끼치게 된다. 특히 주거용 건축물에 비하여 많은 사람이 이용하고 대규모 설비를 갖춘 비주거용 건축물에서의 안전관리 업무 개선은 안전문화 정착과 대형사고 예방에 중요한 요소라 할 것이다. 따라서 본 연구는 시설물 안전관리업무에 영향을 미치는 요인을 분석하고 개선방안을 제시함으로써 안전한 공간 환경을 조성하는데 연구의 목적이 있다. 이를 위하여 건물 안전사고에 대한 사고 현황 및 사례를 분석한 결과, 안전사고는 휴먼에 러로 인한 시설물의 사고가 높은 비율로 발생하였으며, 시설물 안전관리자는 비정규직 비율이 높고 안전관리 업무외 겸임과 겸직을 수행하고 있었다. 또한 시설물 안전관리자의 인식에 대한 실증분석결과 자격제도와 업무집중 향상, 업무권한 강화에 대한 필요성을 인식하고 있으며, 안전관리 개선을 위하여 제도적 보완과 인식의 변화가 필요하다는 의견을 제시하였다. 따라서, 오피스빌딩의 안전한 공간 환경을 조성하기 위하여 시설물 안전관리자의 업무집 중을 위한 조직 내 인식의 변화와 안전관리자 제도에 대한 개선이 필요하다.

영문 초록

The intrinsic lifespan of a building deteriorates over time and deteriorates, which affects the function and safety of the building. In particular, improvement of safety management tasks in non-residential buildings that are used by more people and have large-scale facilities compared to residential buildings is an important factor in establishing a safety culture and preventing major accidents. Therefore, the purpose of this study is to create a safe space environment by analyzing the factors affecting the safety management of facilities and suggesting improvement measures. As a result of analyzing the accident status and cases of building safety accidents, a high rate of safety accidents occurred in facilities due to human error, and facility safety managers had a high proportion of non-regular workers and performed safety management tasks as well as other tasks at the same time. In addition, as a result of empirical analysis on the perception of facility safety managers, they recognized the need to improve the qualification system, work concentration, and work authority, and suggested that institutional supplementation and change of perception are necessary to improve safety management. Therefore, in order to create a safe space environment for office buildings, it is necessary to change the perception within the organization for the concentration of work of facility safety managers and to improve the safety manager system.
