특수교육기관 장애인 편의시설 실태 분석 연구

국문 초록

이 연구는 장애학생의 교육기회 확대와 적절한 교육권 보장을 위한 합리적인 특수교육 정책 및 지원대책 수립의 기초자료를 확보하는 차원에서, 현재 우리나라 장애학생 교육을 전담하는 특수교육기관의 장애인 편의시설 설치 현황을 조사하고, 실태를 분석하고, 그 문제점과 개선점을 제시하는데 목적을 두고 수행되었다. 이 연구목적 달성을 위해 138개 특수학교, 635개 특수학급을 대상으로 평가척도에 의한 조사를 실시하는 한편, 표본 추출된 전국 80개 특수학교 및 특수학급에 대해서는 전문가들로 팀을 구성하여 현장조사를 실시하였다. 조사결과에 의하면, 특수학교 장애인 편의시설 설치율은 74.8%(의무시설 설치율 74.2%)로 나타났으며, 특수학급 장애인 편의시설 설치률은 51.1%(의무시설 설치율 57.7%)로 조사되었다. 따라서 연구의 결론으로 우리나라 특수교육기관의 장애인 편의시설 설치율이 전반적으로 낮고, 완전 설치율이 매우 낮게 나타나고 있으며, 설치된 편의시설이 편의시스템으로 체계적으로 작동하지 못하고 있는 문제점을 제시하였다. 이러한 결과를 바탕으로, 특수교육정책면에서 학교건물 증·개축 일변도에서 대체 편의 수단을 활용·보완하는 다양화 정책으로, 특수교육 법규면에서 감각장애인 중심의 시설중점에서 발달장애인을 포함하는 서비스 중점으로 규정 개정의 필요성을 제언하였다.

영문 초록

The purpose of this study is aimed at checking the current situation of convenient equipment for the disabled in special education institutes which take charge of educating students with disabilities in the nation, investigating the status and presenting the problems and the improvement in order to secure the basic data on rational special education policy and foundation of support measures to increase the educational opportunity for the disabled students and to guarantee suitable education right. For the purpose of this study, while the 138 special schools, the 635 special classes were investigated by a means of inquiry. The team consisting of specialists made a survey of the sampled 80 special schools and classes on the spot. These datum which went through the procedures of collection, arrangement and statistics analyzed closely to draw the problems, the improvement and the present situation of convenient equipment for the disabled. According to the result of this study, the installation rate of convenient equipment at special schools showed 70.9%. While the installation rate of convenient equipment for the disabled of special classes showed 48.0%. Therefore the result of this study can be summerized as following. As mentioned above, the rate of convenient equipment for the disabled in special education organization of the nation is low overall, the rate of perfect installation appears much too low and the installed convenient equipment is brought up the problem which is not working systematically. In special education policy and administration aspect, new-built school building induce to have perfect convenient equipment, old school building induce to secure the right of movement, approach and education through rebuilding and extension building. If that doesn t go well, by devising a proper measure, the right of movement, approach and education for the disabled must be secured. On one hand in special education law aspect, current regulations focusing on persons with sensory impairments must be examined the law amendment and turned into the regulations focusing on service to be taken into consideration for persons with development disabilities. Through this process the disabled students secure the right of movement, approach and education and then they have to secure the right taking education of good quality as well as to expand the vocational opportunity.
