국문 초록

대학과 병원에 이어 재활시설 역시 서비스의 질과 명성을 유지하기 위해 인가과정을 필요로 한다. 재활분야에서의 인가와 거기에 따른 프로그램 평가에 관한 논의는 최근에야 시작되었다. 한국직업재활학회를 중심으로 재활시설의 인가와 프로그램 평가, 그리고 수행평가(performance evaluation)에 관련된 연구와 논의들이 최근에 다루어지고 있으며, 또 서울시 산하의 서울복지재단이 연구팀을 구성하여 이에 대한 연구 개발을 시작하였다. 사회복지사업법상의 사회복지법인에 대한 인가를 정부가 지금까지 독점하고 있었으며, 국가예산의 지원이 법인을 중심으로 이루어 왔으나 최근에는 당사자주의 와 독립생활재활의 등장으로 인해 개인의 각종 사회복지 사업 참여가 활성화될 것으로 기대된다. 이러한 시대적 상황과 전문 활동의 맥락에서 본 연구에서는 먼저 외국의 인가활동과 관련된 내용들을 살펴보아 평가체계와 지표에 대한 시사점들을 찾아보고 인가에 수반되는 프로그램 평가 기준과 지표, 그리고 거리에 따른 인가 기준들을 비교 분석적 관점에서 살펴보았다. 또 프로그램평가의 구체적 적용사례를 지원 고용프로그램과 맥락에서 살펴보고 독립생활재활 서비스의 질적 구성요소들에 대해 살펴보았다.

영문 초록

This study was aimed at investigating the accreditation procedures and program evaluations for rehabilitation facilities and organizations. Recently, rehabilitation facilities including vocational rehabilitation centers and day care centers have been dramatically increasing in Korea. Therefore, service quality issues are becoming the center of discussion and research topics. Contents and index of accreditation of rehabilitation facilities are reviewed, and program evaluation standards are scrutinized to identity important evaluation areas and themes. Then, specific program evaluation cases on supported employment and independent living programs are suggested and studied in the context of comparative analytic perspectives. In conclusion, comprehensive accreditation procedures and program evaluation activities should be developed considering the cultural aspects and legislating implications in Korea. Next steps should also focus on the areas of conceptual tools and evaluation systems for rehabilitation facilities. Conducting program evaluation researches, feedback systems for each evaluation phase and systematic data analysis skills and frameworks and necessitated.
