국문 초록

본 연구는, 공공정책을 결정함에 있어, 국민의 대리인인 정책결정자가 복수의 멤버로 구성된 위원회(committee)에 자신의 결정을 위임하는 상황을 이론 모형을 통해 분석하고 있다. 구체적으로, 정책에 대한 편향성을 지닌 정치인 혹은 관료가 공공정책을 직접 결정하면 결과에 따라 정치적 보상 혹은 정치적 책임을 져야 하는 반면, 독립된 위원회에 결정을 위임하면 보상과 책임이 면해지는 상황을 고려하였다. 분석 결과, 정치적 평가가 강조될수록 위원회 위임이 자주 발생하는 반면 위원회의 전문성이 향상될수록 위임이 줄어드는 효과도 존재함을 보였다. 또한 정책결정자가 명시적으로는 위원회에 결정을 위임하였으나 실제로는 매표(vote buying)를 통해 영향력을 행사할 수 있다면, 일정 조건 하에서 매우 적은 대가만으로도 매표가 가능함을 보였다. 마지막으로 매표가 이루어질 경우 위원회가 가지는 장점이 사라지고 애초에 위원회가 존재하지 않았던 상황으로 회귀함을 보였다. 이러한 분석 결과는 위원회를 통한 공공정책 결정을 평가함에 있어 새로운 시사점을 던져 준다.

영문 초록

This paper studies delegation and vote buying in a situation in which an agent, such as a politician or a bureaucrat, may earn political benefits or incur political costs, depending on the outcome, if he or she makes a decision on a public policy according to his or her biased preference. On the contrary, if the decision is delegated to a committee whose members can access to an informative signal, to avoid this political accountability, the decision may not accord to the agent’s interest. We show that delegations occur more frequently if political benefits and political costs increase together. Moreover, contrary to conventional wisdom, there is an effect of lowing delegation frequency when the committee members receive more accurate information. Lastly, if the agent’s biased preference on the public policy is large enough, he or she can buy the votes of the committee members with minimum offers after a delegation occurs, as a result, the social welfare will be reduced.
