국문 초록

본 연구는 예산집행기간 변화가 불용액에 미치는 영향을 분석했다. 본예산의 집행기간은 일정하므로 추가경정예산의 집행기간을 독립변수로 사용했다. 불용액은 일종의 예측오차이며 예산이 합리적으로 배분되지 못한 결과이므로 최대한 줄이는 것이 바람직하다. 이론적인 측면에서 예산집행기간 변화는 불용액에 상반된 영향을 미칠 수 있다. 예산집행기간이 늘어나면 집행관료는 세부계획을 마련해 예산을 체계적으로 집행할 수 있고 우발적인상황에 유연하게 대처할 수 있다. 이러한 효과는 불용액을 감소시킨다. 반면 예산집행기간이 증가하면 국회의원들은 심의과정에서 예산을 정확히 추정할 수 없다. 그 결과 불용액이 늘어날 수 있다. 실증분석 결과, 예산집행기간 증가는 불용액을 늘리는 것으로 나타났다. 게다가 예산심의기간이 감소하거나 심의기간 중의 거시적 불확실성이 확대되면, 이러한 부정적 효과는 더욱 악화되는 것으로 분석되었다. 최근 예산결정과 집행을 둘러싼 불확실성이 가중되고 있는 상황에서, 이는 예산집행기간을 줄이고 예산을 수시로 결정하는 것이 예산과정의 효율성을 높이는 방안이 될 수 있음을 시사한다.

영문 초록

We investigate the effects of budget implementation periods on unused budgets. The period of main budgets is always one year, so it is not proper to be used as a variable. Instead, we adopt the period of supplementary budgets as a variable of interest. Because unused budgets are considered prediction errors and result from irrational allocation of budgets, we measure budget efficiency using them. Theoretically, there are two possibilities when the implementation period is extended. On the one hand, bureaucrats can spend budgets systematically and deal with contingencies flexibly, which leads to a reduction of unused budgets. On the other hand, an extension of the period incurs more unused budgets by making it difficult for lawmakers to forecast budgets correctly. The empirical results show that unused budgets increase as the period is lengthened. More interestingly, the effect is aggravated when lawmakers are faced with a shorter budget deliberation period or uncertainties are higher during the deliberation process. This suggests that decreasing the implementation period and lengthening the deliberation period could be an alternative to enhance budget efficiency by reducing unused budgets.
