국문 초록

본 연구는 2008~2015년 기간 동안의 76개 중소도시와 77개 군 지역을 대상으로 내외국인력의 고용관계를 추정한다. 외국인력의 내생성을 고려하기 위해 외국인력 출신국가 점유지수 및 상위 3개국출신국가 점유율을 도구변수로 사용한다. 외국인력이 주로 종사하고 있는 4대산업(제조업, 건설업, 농축산어업, 음식숙박업)을 살펴보되, 추가적으로 내국인력을 성별, 연령별로 세분화하여 분석한다. 분석결과, 외국인력의 내생성이 없다고 가정한 패널이분산 분석에서는 내외국인력의 고용 관계가보완 관계로 나타났지만, 내생성을 고려한 2단계도구변수법에서는 통계적으로 유의하지 않지만 대체관계로 전환되었다. 유입된 외국인력으로 인해, 성별로는 중소도시에서 여성 일자리가 대체되고, 연령별로는 중소도시와 군 지역 모두 50세 이상의 내국인 일자리가 대체되었다. 이러한 결과에 기초할 때, 내외국인력 간에 일자리 분업체계 설계를 통해 내국인의 일자리가 유지되는 방안을 마련할 필요가 있다.

영문 초록

This study estimates the employment relationship of domestic and foreign workforce in 76 small and medium-sized cities and 77 county areas during the 2008-2015 period. To take into account the endogeneity of foreign workers, the country s occupancy index and the country s share of the top three countries are used as instrumental variables. The four major industries (manufacturing, construction, agriculture and fisheries, and food and lodging) in which foreign forces are mainly engaged are analyzed, but in addition, the domestic workforce is further subdivided by gender and age. According to the analysis, the panel analysis that does not consider the endogeneity of foreign workers showed that the employment relationship between domestic and foreign forces was complementary, but it was not statistically significant in the two-stage instrumental variable approaches considering the endogeneity of foreign workers, but it was converted into substitute relationship. Due to the inflow of foreign workers, female jobs were replaced in small and medium-sized cities by gender, and domestic jobs aged 50 or older were replaced in both small and medium-sized cities and counties by age. Based on these results, it is necessary to come up with a plan to maintain jobs for Koreans through the design of a job division system between Koreans and foreigners.
