신산업 진입규제 엄격성의 정치경제학적 결정모형에 관한 연구

국문 초록

신산업의 기술혁신이 기존 산업의 반발 또는 갈등으로 인해 산업 전반으로 확산되거나 경제성장으로연결되지 못하는 경우가 빈번해지고 있다. 본 연구는 이러한 현상을 정치경제학적인 측면에서 설명할수 있는 이해의 틀을 제공하기 위해 이론적 모형화를 시도하였다. 이에 따라 본 연구에서는 이해관계를 다르게 가지는 이익집단들의 정치적 로비 경쟁행위를 전제로 신산업 진입규제 엄격성이 정치경제학적으로 결정되는 과정을 분석하였다. 2단계 균형게임의 형태를 기본으로 한 분석모형에서는 신산업 진입규제 수준의 결정에 있어 각기 다른 선호를 갖는 이해관계자로 기존 기업, 신산업 기업, 그리고 소비자집단을 고려하였다. 또한 정부는 이러한 신산업 진입규제 엄격성의 결정 주체로 가정하였다. 분석 결과 정부의 정치적 결정 과정에 의한 신산업 진입규제의 엄격성이 사회후생을 극대화하는 엄격성 수준보다 높음을 확인하였다. 이때 정부의 정치적 선호에 따라서 다르게 나타나는 신산업진입규제의 엄격성 수준을 비교하여 살펴보았다. 더 나아가 분석모형에서 나타낸 주요 파라미터들의변화와 정치적 균형에서 결정되는 신산업 진입규제 엄격성 수준 간에 관계를 비교정태분석을 통해살펴보았다. 그 결과 사회후생을 강조하는 정부에서는 진입규제 엄격성이 느슨해질 수 있음을 확인할수 있었다. 한편 신산업 기업으로부터의 정치기부금 모금을 중요시하는 정부에서는 오히려 진입규제의 균형 수준이 엄격해질 수 있는 것으로 나타났다.

영문 초록

It becomes more frequent that technological innovations in new industries can’t proliferate in relevant industries or lead to national economic growth mainly due to counterparts’ resistance and harsh conflicts among interest groups. To provide a framework for better understanding of these current situations in political economic perspective, this research attempted the theoretical modelling. Based on the competitive lobbying of different interest groups this research analyzed the political economic process determining the stringency of entry regulations in new industries. This study constructed the research model basically following the two-stage equlibrium game and considering different interest groups of an existing firm, an entrant firm of a new industry, and consumers. In addition, a government is also considered to deternmine the policy of entry regulations. As a result, it was found that the politically determined stringency level of entry regulations in new industries is higher than the one for maximizing the social welfare. Assuming the diverse preferences of the government, this study also compared multiple cases showing different levels of stringency. Furthermore, a comparative static analysis has been conducted to see the relationship between the stringency level in a political equilibrium and the parameters in the model. The result showed that in the case of the government putting more emphasis on the maximization of social welfare, entry regulations could be less stricter than the other. And it was also found that in the case of the government focusing on the political contribution from the entrant firm of a new industry, entry regulations could be stricter.
