『독립신문』 논설에 나타난 근대화의 요건

국문 초록

본 논문은 『독립신문』 논설에서 제시한 근대 국민의 자질과 한국의 개혁 과제를 검토하고 그것의 역사적 의미를 고찰하였다. 『독립신문』은 한국이 근대적인 모습으로 변모하기 위해서, 근대적 학술을 이해하는 건강한 한국인의 자질이 필요하다고 주장하였다. 궁극적으로 이러한 자질을 갖춘 한국인들이 애국심을 갖고 단결해야 한다고 파악하였다. 『독립신문』은 교육을 중심으로 법률, 인사, 산업, 보건, 국방 등의 분야에 대해 한국의 현실을 비판하고 개혁 방안을 제시하였다. 교육 분야에서는 여성 교육, 화학을 중심으로 한 자연과학, 역사학, 정치학의 진흥을 강조하였다. 관료의 자의적인 지배와 빈번한 인사 이동, 외국인 고문관에 대한 의존은 법률과 인사 분야에서 『독립신문』이 제기한 문제점이었다. 산업 분야에서는 공업의 진흥을 통해 상업과 수출의 선순환이 이루어진다고 인식하였다. 건강이 근대 국민의 자질이라 파악한 『독립신문』은 보건 시책에도 큰 관심을 기울였다. 특히 『독립신문』은 한의학이 전문적인 교육체계를 갖추지 못했다는 이유로 불신하는 태도를 보였으며, 서양의학에 기초한 의학교육과 병원을 보건 시책의 근간이라 주장하였다. 국방의 측면에서 『독립신문』은 한국이 반도라는 지형적 특징에 착목하여 근대적 해군의 불비(不備)를 큰 문제라 지적하였다. 『독립신문』은 당시 한국 사회가 직면한 다양한 문제를 검토하고 이에 대한 개혁안을 공론화하였다. 하지만 한국 사회를 비판하는 근거로 서구 열강의 사례와 그들의 역사에 천착함으로써, 서구 중심주의를 내면화하는 문제를 안고 있었다.

영문 초록

This paper reviews the modern national characteristics[國民性] and the government s reform tasks suggested in the editorials of 『The Independent』[獨立新聞], and examines its historical significance. 『The Independent』 argued that in order for Korea to transform into a modern country, it is necessary for the quality of healthy Koreans to understand modern study and technology. Ultimately, 『The Independent』 recognized that Koreans should unite with patriotism. 『The Independent』 criticized the reality of Korea in areas such as law, human resources, industry, health, and national defense with a focus on education and suggested reform plans. In the field of education, emphasis was placed on the promotion of women s education, natural science, history, and political science centered on chemistry. The frequent transfer of personnel and dependence on foreign advisors was a problem raised by 『The Independent』 in the field of personnel. In the industrial field, it was recognized that the virtuous cycle of commerce and export was achieved through the promotion of manufacturing industry. 『The Independent』, which recognized health as the quality of the modern people, paid great attention to health policy as well. In particular, 『The Independent』 distrusted Oriental medicine[韓醫學] because it did not have a professional education system. In addition, 『The Independent』 argued that medical education and hospitals based on Western medicine were the basis of health policy. In terms of defense, 『The Independent』 pointed out that although Korea is a peninsula, the fact that there is no modern navy is a big problem. 『The Independent』 reviewed various problems faced by Korean society at the time and publicly discussed reforms.
