국문 초록

지적행정조직의 성공, 성장, 발전 등과 같은 조직의 효과성 측면에 보다 더 관심을 가지고 전략적인 접근 및 조직활동의 전개가 필요한 시점이라고 판단된다. 과연 지적분야에서는 지적행정을 수행함에 있어‘관리’의 중요성과 그 영역을 어디까지 어떻게 인식하고 방향설정을 하고 있는 것일까? 라는 의문을 갖는다. 이러한 의문으로부터 출발한 본 연구는 공간정보기술, 측량기술(UAV), 지적을 기반으로 하는 공간정보시스템 구축의 사례를 살펴보았다. 그리고 최근 소개된 지적측량의 발전 방향성을 중심으로 검토함으로서 지적행정 범주 내에서의 관리 영역과 재 검토의 필요성을 살펴보고자 하였다. 또한 지자체 지적담당 부서의 신규업무 변화, 관련한 선행연구 및 지적과 연계되어 논의되는 지하공간정보 구축 및 등록과 관련하여 최근에 수행된 연구물의 내용을 분설하였다. 그 결과, 공간정보기술의 변화는 필연적으로 행정 전반의 변화를 점진적으로 유도해나가고 있다. 특히, 공간정보와 관련한 기술의 변화는 지적행정에의 변화 그리고 지적행정 영역에서의 ‘관리’의 관점을 통해 전략적인 체제관리(조직구조, 조직행태), 환경관리(지적 및 공간정보정책, 품질), 자원관리(인력, 지적 및 공간정보) 제 측면의 강화 필연성을 확인하였다.

영문 초록

It is judged that it is time to develop strategic approaches and organizational activities with more interest in aspects of organizational effectiveness, such as the success, growth, and development of cadastral administrative organizations. In the cadastral sector, how much is the importance of management in carrying out cadastral administration, and how far and how is it recognized and directed? I have a question that Originating from these questions, this study looked at examples of Geospatial information technology, surveying technology(UAV), and the establishment of Geospatial information systems based on pointing out. In addition, we wanted to examine the management area within the cadastral administration category and the need for re-examination by focusing on the direction of development of the recently introduced cadastral surveying. In addition, the contents of the recent research work conducted in relation to the establishment and registration of underground Geospace information discussed in connection with the change of new work, related prior research, and cadastral research. As a result, changes in Geospatial information technology inevitably lead to changes in the administration as a whole. In particular, changes in technology related to Geospatial information were identified by the change in cadastral administration and the necessity of strengthening strategic system management(organizational structure, organizational behavior), environmental management(cadastre and Geospatial information policy, quality), resource management(human resources, cadastre and geospatial information).
