국문 초록

1930년대 초반 조선총독부가 소작입법 방침을 결정하면서 지주들의 조선소작령제정 반대운동이 거세어졌다. 이에 따라 식민당국은 지주 측의 소작법안 수정 요구를중심적으로 반영하면서 지주소작관계를 통제하려 하여 조선농지령은 소작문제 해결에 역부족인 내용을 담게 되었다. 그럼에도 지주들과 금융업자 등은 조선농지령제정에 불만을 품고 그 시행에 협조적이지 않았다. 한편 소작인 측과 관계자들은조선소작령 제정 촉진운동을 벌이며 여러 가지 법안의 대안을 제시했다. 그러나식민당국의 소작입법 과정에서 소작인 측의 의견을 반영할 공식적인 통로가 없었기에 이는 묵살되었다. 결국 조선농지령은 지주 측에도 소작인 측에도, 또 재조선일본인 사회에서 볼 때도 만족스럽지 않은 채 시행되어 준수되기 어려웠던 한계가있었다.

영문 초록

As the Japanese Government General of Chosun decided on tenant farming legislation policies in the early 1930s, landowners began strong movements against the legislation of the Tenant Law in Chosun. Accordingly, colonial authorities tried to control relations between landowners and tenant farmers by centrally applying landowner requests for modifications of tenant law and thus the contents of the Farmland Law in Chosun were insufficient in resolving tenant farming problems. Nevertheless, landowners and financiers were unsatisfied with the legislation of the Farmland Law in Chosun and were uncooperative regarding its enforcement. Meanwhile, tenant farmers and related parties participated in movements to promote the legislation of the Tenant Law in Chosun and presentedvarious legal alternatives. But these were ignored as there were no official pathways to apply the opinions of tenant farmers in the tenant farming legislation processes of colonial authorities. Eventually, the Farmland Law in Chosun was enforced as a law that did not satisfy landowners, tenant farmers, or even Japanese societies of Chosun, producing limitations in compliance.
