6·25전쟁기 카투사 제도 운영과 대한민국 육군 배치

국문 초록

본 논문에서는 6·25전쟁기 주한미군과 함께 복무했던 카투사의 병력 배치 현황, 소속 부대 활동 등을 살펴보고, 훈련 및 대한민국 육군부대로의 순환 근무 등이주한미군사고문단(KMAG)에 의해 이행되는 과정을 살펴보았다. 6·25전쟁기 초기 카투사는 짧은 훈련기간 탓에 대다수가 영어도 못하고 군사적지식이 없는 상태였으며 전체 탈영률(AWOL)은 10%가 넘었다. 특히 전쟁 초기인천상륙작전에 참전했던 미제7보병사단 소속 카투사의 탈영률은 20%가 넘었다. KMAG는 1951년 7월과 8월 탈영과 전사로 줄어든 카투사를 일정 숫자로 유지하기 위한 계획을 세웠다. 10월에는 탈영률을 낮추고 그들의 군 기강을 높이기 위하여특별 교육 프로그램을 마련했으며, 그 결과 1953년 5월 15일 카투사 트레이닝센터(KTC)가 만들어졌다. 한편 미국은 미군을 줄일 방침을 세웠고, KMAG는 이 방침에 따라 주한미군을 대체할 카투사를 증원시킬 필요가 있었다. 따라서 KMAG는 증원된 카투사를 훈련시켜 새롭게 생기는 대한민국 육군에 배치하고 미군 부대와 순환근무를 시키도록 했으며, 일부 카투사 중 대한민국 육군으로의 간부 투입 방침을 마련했다.

영문 초록

This thesis examines the treatment of KATUSA during the Korean War, the status of troop deployment, and the activities of its units, and examines the process of circular service to Korean Army units after training, which is implemented by the U.S. Military Advisory Group to the Republic Korea(KMAG). During the Korean War, most of KATUSA did not speak English and had no military knowledge due to the short training period, and the overall AWOL was over 10%. In particular, the desertion rate of KATUSA belonging to the 7th Infantry Division, which participated in the Operation Chromite during the early days of the war, was over 20%. In July and August 1951, the KMAG drew up a plan to keep KATUSA, which was reduced to desertion and warriors, in a certain number. In October, special education programs were prepared to lower the AWOL and enhance their military discipline, and on May 15, 1953, the KATUSA Training Center(KTC) was established. Meanwhile, the U.S. set a plan to reduce U.S. troops in and the KMAG needed to increase the number of KATUSA to replace U.S. troops stationed in South Korea. Therefore, the KMAG trained the increased number of KATUSA to be deployed to the newly formed Korean Army and to work in circulation with U.S. military units, while some KATUSA even prepared a plan to deploy senior officials to the Korean Army.
