국문 초록

본 연구의 목적은 2004년부터 시행된 지방상수도사업의 회계처리를 살펴보고 사업방식 변경 전후의 회계처리를 비교하여 보다 나은 회계처리 대안을 제안하는 것이다. 구체적으로 본 연구는 초기 지방상수도 위수탁사업의 총괄원가방식과 변경된 정액법(내부수익률법) 방식을 회계학적인 관점에서 비교 분석하였다. 한국수자원공사는 수자원전문기관으로 기존 지방상수도시설의 개선에 투자하여 유수율을 80%이상으로 향상시켜서 누수되는 수돗물을 줄여서 생산비용을 절감하고 있다. 단위당 위탁대가는 총괄원가방식으로 산정되나, 수돗물의 추정판매량과 실제판매량의 차이가 유의미한 수준으로 발생하면 상호 간의 리스크가 가중될 수 있다. 따라서 판매량과 관계없이 투입비용과 적정할인율을 감안한 정액제 방식으로 협약이 변경되어 한국수자원공사와 지자체 간의 리스크가 경감되었다. 본 연구는 지방상수도사업의 생산비용 절감과 원가산정방식의 변경에 대한 중요한 시사점을 제공할 것이다. 또한 향후 지방상수도와 관련된 회계처리 정책에 도움을 줄 것으로 기대한다.

영문 초록

The purpose of this study is to examine the accounting treatment of local water supply projects, which have been implemented since 2004, and to propose a better accounting treatment alternative by comparing the accounting treatment before and after the business method change. The total cost method of the initial local water supply consignment project and the modified straight-line method (internal rate of return method) were compared and analyzed from an accounting perspective. K-water will reduce production costs by reducing the water that leaks by increasing the oil yield by investing in the improvement of existing local waterworks water resources professional organizations in more than 80%. Consignment consideration per unit is calculated using the total cost method, but if the difference between the estimated sales volume and actual sales volume of tap water occurs to a significant level, mutual risks may increase. Therefore, regardless of the sales volume, the agreement was changed to a flat rate method that considers input costs and an appropriate discount rate to reduce the risk between K-water and local governments. This study provided important implications for the change of the cost calculation method to reduce the production cost of the local waterworks business, and is expected to help with the accounting treatment policy related to local waterworks in the future.
