주한미군대상 한국문화교육의 필요성과 방향

국문 초록

국제적인 탈냉전 분위기와 한국의 경제발전, 그리고 2002년 촛불시위를 겪으며 한미관계는 새로운 국면을 맞이하게 된다. 그 결과 한미동맹 50주년을 즈음한 2003년, 주한미군은 ‘같이 갑시다’라는 슬로건 아래 개설된 ‘좋은 이웃’ 프로그램을 통해 한⋅미간 우호증진과 미국의 이미지 개선을 위해 적극적인 대중외교를 펴기 시작한다. 한편, 같은 맥락에서 한국 또한 정부와 민간단체 차원에서 다양한 문화교류 프로그램을 실시해 오고 있다. 그러나 그 대부분이 전통문화 위주의 체험학습이나 생활의 편의를 위한 예절교육으로 구성되어, 일회적 행사적 차원에서 산발적으로 진행되고 있다. 그 결과, 문화교류는 현대를 살아가는 한국인의 일상 생활문화뿐 아니라, 그러한 물질문화⋅사회문화의 기저를 이루는 정신문화에의 접근이 이루어지지 않고 있다. 타문화에 대한 정보나 체험이 편견을 감소시켜 주는 역할을 하는 것은 사실이나, 한미 간 교류의 목적이 타자에 대한 인식과 태도에 변화를 불러옴으로써 갈등 해소를 넘어 문화 간 이해를 통한 동등한 동반자관계를 모색함에 있다는 점을 감안할 때, 한국 측의 접근법은 새로운 변화가 요구된다. 본고에서는 그 해결책을 전통문화체험을 통한 교류에서 한발 더 나아가 ‘한국문화교육’에서 찾고자 한다. 문화교육은 실용적⋅기능적 차원을 넘어 쌍방향 소통과 평화로운 공존을 위한 가장 효과적인 방법론이기 때문이다.

영문 초록

The advent of the post-Cold War era, economic growth of Korea and candlelight vigil in 2002 pressured the ROK-US relationship at the new level. As a result, around its 50th ROK-US alliance anniversary in 2003, USFK(United States Forces Korea) undertook the public diplomacy to improve the image of US and ROK-US friendship via Good Neighbor program opened under the slogan, We go together . Meanwhile in the same context, Korea has been promoting cultural exchange by local governments and private organizations. However, most of programs consist of the experiential learning focused on traditional culture or etiquette lessons as knowledge and information for the living convenience which is going on sporadically at the one-shot level. For this reason, cultural exchange is not able to gain access to not only living culture of contemporary Koreans in daily life, but moral culture giving a base for those social and material culture. It s true that cultural experience and information about other cultures do a role to reduce prejudice, but the methodology using by Korea needs to seek a new way because the aim of ROK-US exchange is to change attitude and perception to the other, and with this, to promote the equal partnership through inter-cultural understanding beyond solving conflicts. In this article, I tried to seek the solution from not the exchange through cultural experience but Korean cultural education because cultural education is the most effective methodology for interactive communication and peaceful coexistence beyond practical and functional level.
