국문 초록

글로벌 거버넌스 체제의 핵심 중 하나인 WTO의 의사결정 과정과 구조에 대한 관심이 제고되어왔다. 왜냐하면 WTO 의사결정 제도와 원칙의 평등성에도 불구하고, 강대국들이 의사결정 과정을 주도하였고, 따라서 강대국에 유리한 결과가 도출되었기 때문이다. 모든 회원국가들이 모든 의사결정 기구에 참여할 수 있고, 의사결정이 합의제에 의하여 이루어지는 원칙하에서 어떻게 이러한 일이 가능한 것인가에 관한 질문을 제기할 수 있다. 더군다나 저발전 회원국들이 WTO 회원국의 약 70%를 차지하는 현실에서 어떻게 강대국들이 그 영향력을 발휘하는가는 매우 흥미로운 질문이다. 그 이유는 대략 두 가지에서 찾을 수 있다. 첫째는 WTO 제도와 과정의 전회원국합의제 원칙에도 불구하고, 많은 협상과 논의는 소규모 회원국만 참여하는 비공식 회의에서 이루어 진다는 사실이다. 이는 민주성과 효율성을 조합하려는 노력의 일환으로 간주된다. 둘째는 강대국들이 다양한 형태의 권력을 이용하여 저발전 국가들을 압박하고, 이를 통하여 자국들의 이익을 도모한다는 것이다. 저발전 국가들은 탈퇴의 대안을 가지지는 못하였다. 따라서 WTO 의사결정 과정과 제도에 관한 개선책을 모색해야 할 것이다. 회원국 확대, NGO의 참여, 연합 형성, 비공식 회의 참석 등이 대안으로 제시될 수 있다.

영문 초록

Interests and concerns in decision making processes and structures within the World Trade Organizations have been increased. Despite egalitarian principles in the WTO’s decision making institutions, strong powers have led the processes and they garnered unequal benefits. When all the member countries have rights to participate in all the decision making processes within the WTO, and when decision makings are done based upon consensus among members, it is interesting to see how and why strong powers dominate the WTO decision making processes and institutions. We can find at least two reasons for strong powers’ dominance in the WTO. First, even though there is an official principle of consensus in the WTO, many decisions are made by a few strong powers in unofficial meetings, excluding most of the less developed countries. Second, strong powers utilize diverse types of their powers to promote their gains. The less developed countries do not have an “exit” option. Therefore, they have to search for decision making reform measures within the WTO structures. They include expansion of membership to less developed countries, participation of the non-go vernmental organization, coalition building, active participation in unofficial meetings, etc.
