국문 초록

이 논문은 동북아 발전국가에 대한 세계화의 영향을 분석하면서 세계화시대에 있어서 동북아 발전국가의 미래를 전망하였다. 본 논문에서 제기하는 문제는 세계화 시대에 있어서 동북아의 국가 역할은 자기규제적 시장으로 대체되었는가이다. 현 단계에서 동북아 국가들은 구발전국가모델(관료적 발전국가모델)과는 차이가 있지만 여전히 발전국가의 속성을 갖고 있다고 볼 수 있다. 즉, 세계화가 동북아 발전국가의 존립조건을 위협하고 있기 때문에 발전국가의 역할은 어떻게 변화되어야 하고 국가개입의 효율성은 어떻게 확보될 수 있는가하는 문제가 제기되는 것이다. 이러한 문제의 핵심은 세계화 시대에 있어서 동북아 국가의 성격은 신자유주의적이어야 하는가 아니면 발전주의적이어야 하는가이다. 이러한 맥락에서 이 논문은 첫째 최근 동북아 국가의 역할변화를 분석하였다. 우선 발전국가에 대한 기존의 논의에서 출발하여 세계화가 발전국가에 미친 영향을 논의하였다. 둘째 본 연구는 기존의 발전국가 개념을 수정하여 유연적 발전국가의 개념을 제시하였다. 셋째, 동북아 국가들이 선택할 수 있는 대안으로서 유연적 발전국가를 논의하였다. 1990년대에 들어와 동북아의 관료적 발전국가모델은 유연적 발전국가모델로 전환이 이루어지고 있다. 유연적 발전국가는 세계화 시대에 생산과 기술혁신을 위한 네트워크를 형성시킬 수 있고, 외국투자를 유치할 수 있으며, 국내기업과 초국적기업을 연계시킴으로써 발전을 촉진할 수 있는 능력을 가진 국가이다. 이러한 능력은 다중적 연계성(multiple embeddedness)을 기반으로 한다. 동북아 국가들은 세계화에 직면하여 국가의 적응성을 증진시키려고 한다. 즉, 발전국가는 세계화과정에 역행하기 보다는 적응함으로써 세계화과정 자체를 국민경제의 발전전략으로 활용하고 있는 것이다. 이러한 측면에서 동북아 국가들은 생산 네트워크의 재조정과 국내기업의 해외진출 지원, 직접투자 유치를 적극적으로 추진하고 있다. 이러한 적응성은 동북아 국가들이 세계적 차원으로 활동영역을 확대하고 있는 민간기업과의 새로운 협력방식의 모색을 가능하게 하고 있는 것이다.

영문 초록

This paper provides an analysis of the impact of globalization on Northeast Asian developmental states. The central question of this paper is whether the role of Northeast Asian states has been successfully replaced by the self-regulatory market. It appears that Northeast Asian states have a more flexible role than in the old state model, which retains some characteristic of the developmental state. Therefore, this paper will also discuss how the state’s role must evolve in order to achieve development in the era of globalizaion. To accomplish this research goal, this paper looks at the changes taking place in terms of the role of Northeast Asian states. First, there is a discussion on the developmental state, which leads to discuss of globalization’s impact on developmental states. Second, this paper proposes the flexible developmental state modified from the old state model. Third, options are presented for Northeast Asian countries: the neo-liberalistic regulatory state or the flexible developmental state. Northeast Asian bureaucratic developmental states transformed themselves into flexible developmental states in the 1990s. And in the era of globalization, flexible developmental states have the capacity to create production network and technology innovation, attract foreign direct investment, and link local business with transnational corporations to promote development. This ability is based on multiple embeddedness. Northeast Asian states have attempted to promote the state’s adaptability in the face of globalization. In other words, these states have been able to utilize the very process of globalization as a strategy for national economic development by adapting themselves to globalization rather than going against the globalization process. In this context, Northeast Asian states have actively sought to readjust production, networks, given assistance to overseas development, and attracted foreign direct investment. This adaptability has streamlined the search for new types of cooperation with private corporations that are expanding business activities on the global scale.
