이탈리아 남부문제에 대한 정치사상적 기원

국문 초록

영호남의 대립과 반목이 우리나라 사회의 구조적 갈등으로 자리 잡은 지 상당히 오랜 시간이 흘렀다. 지역문제로서 영호남 갈등구조의 해소를 위한 수많은 해결책이 제시되기도 했고, 실제로 정권 차원에서 많은 화해의 시도가 있어왔다. 더군다나 최근에 노무현 대통령에 의해 불거진 연정문제기 그 표면적 목적이 지역갈등과 지역구도의 해소라고 표방할 만큼 지역문제나 지역갈등은 여전히 한국 정치에서 주요한 이슈이자 해결해야할 문제로 인식되고 있다. 영호남의 대립과 반목이 근래에 돌출된 것은 아니지만, 여러 번의 선거를 치루면서 보다 교묘하고 세련된 형태를 띠고 한국사회에 존재하고 있다. 더욱이 지역 이기주의라는 것이 영호남뿐만 아니라 경제적 이익에 따라 각각의 소지역에서도 등장하고 있는 것이 현재의 모습이다. 본 논문에서는 한국적 상황에서도 항상 관심과 연구의 주제였던 지역문제의 전형으로서 종종 제시되고 있는 이탈리아 남부문제에 대한 정치사상적 연구이다. 이탈리아 남부문제라는 주제가 한국사회에 소개된 계기는 안또니오 그람쉬를 통해서였다. 그람쉬가 발전시킨 헤게모니 개념의 선결 연구로 진행되었던 남부문제는 그람쉬 이론의 수많은 단초를 제공하였던 주제였다. 그러나 남부문제 이론가로서 알려진 그람쉬의 많은 개념들과 논지들은 이미 이전의 정치 사상가들, 특히 좌파 사상가들에게서 시작되었던 사실이 간과되어 왔다. 실제로 그람쉬의 남부문제 연구는 그의 독창적인 이론적 논의라기보다는 이전의 논의와 주장들을 그람쉬가 수용하여 완성시켰다고 볼 수 있는 것이다. 그러므로 본 논문에서는 이와 같은 남부문제 연구의 출발점으로서 주요한 좌파 정치사상가들에 대한 이론적이고 개념적인 공헌과 영향관계에 대한 정리를 통해 그람쉬에게까지 이어지게 되는 연결점과 논지들을 찾아보고자 한다. 또한 이들 좌파 정치 사상가들이 제시하고 주장했던 논지들을 통하여 한 사회의 지역갈등 문제에 대한 해결책이 어떻게 국가의 정책 차원에서 수용되고 발전될 수 있는가를 되짚어 볼 것이다. 이는 앞서 이야기한 지역갈등구조로서 영호남의 갈등문제에 대한 시사점을 살펴보고, 미래에 직면하게 될 통일의 시기에서 산업화되고 발전된 남한과 후진적이고 미개발된 북한과의 통합과정에서 발생할 수 있을 사회문제로서 남과 북의 지역 격차문제의 해소에 도움이 될 수 있는 시사점을 찾아보고자 한다.

영문 초록

The Risorgimento was achieved by the Savoy dynasty based on the region of Piemonte. Nobody, however, would expect the accomplishment of italian Unity for all that the radical social movements organized by republicans as such Mazzini, Garibaldi and other supporters had been forced to unity the real Italy. Anyway like thus the United Kingdom of Italy was born unexpectedly and casually in 1861. There was Cavour among the protagonists of Italian Unity which their characteries were to some degree the middle-of-the-road moderates. Their’s goal of Newborn Kingdom was to develop the Nation’s economic wealth and to enlarge the his diplomatic and territorial influence. They had transplanted their political and economic system in other rest italian regions without speculations on the regional situations. Thus was begun the italian southern problem as one of social that to be resolved. In those days there were two main streams of treatment on the southern problem. The one was the group of statesmen and political thinkers from the point of dominating class’s view, on the other hand the other was that of politicians and thinkers from the point of dominated class’s view. Especially in this papers it treats the series of leftish political thoughts’ arguments on the italian Southern Question from Ciccotti to Gramsci that had theoretically concluded this problem. It is difficult that the all indicated thinkers are to analyse on this thesis for the many reasons, but those thinkers including from Cavour to Dorso had an influence upon Gramsci. Gramsci had been considered the southern problem to accomplish the practical italian Unity. In this way he would research and develop his main concepts as such hegemony, intelligent, fascism and others through the process of Risorgimento. That italian southern problem, also remains irresolved in the modern Italy as one of the social problems. In spite of this situation his concept of southern problem was, is and will be still available to scrutinize Gramsci’s thoughts and methods. I wish that this my thesis would be an small step to reach the real Gramsci’s theories and italian political situations.
