국문 초록

본 논문은 호주의 대 아시아 관여 정치에 관한 연구이다. 구체적으로, 본 논문은 변동하는 국제정치경제 질서에 따라 호주 정치공동체의 대 아시아 시각이 (재)정립되고 있으나 그들의 시각이 지속적으로 경쟁하고 있다는 점에 주목한다. 경쟁의 주요 주체는 노동당과 보수연합으로서, 그들 논의의 핵심에는 호주의 국가정체성에 관한 논의가 자리한다. 과거 노동당의 봅 호크와 폴 키팅(1983-96년) 정부가 호주가 유럽적 정체성을 버리고 아시아로 재배치되어야 한다고 주장한 반면, 존 하워드 총리(1996-2007)가 주도한 보수연합은 호주의 백호(White Australia) 정체성을 계승해야 한다는 입장을 고수했다. 이 때문에 둘 중에 누가 집권당이 되느냐에 따라 호주의 대외적인 경제, 안보 정책뿐 아니라 국내 이민, 문화, 교육 정책 등이 변하고 있다. 이러한 노동당과 보수연합의 아시아에 대한 경쟁적인 입장은 호주사회가 인종주의 역사와 지정학적 위치 사이에서 지속적으로 국가 정체성에 대한 갈등을 겪고 있다는 점을 알려준다. 이로 인해 호주의 아시아와의 관계는 상당히 양가적 입장에서 전개되고 있고, 이는 현 노동당 정부의 아시아 관여 정치에서도 두드러진다. 국제정치경제 질서에 따라 국가의 경제적 번영과 안보의 조건이 결정되는 상황 속에서 호주정부는 강대국인 미국과 지정학적 근접국인 아시아 그 어느 지역과의 관여도 소홀히 할 수 없는 입장이다. 이런 맥락에서, 본 논문은 호주의 아시아 관여 정치는 현재에도 진행 중이라는 점, 또한 국제체재 및 국내정치 변인의 상호작용에 의해 지속적으로 진화 중인 국가 프로젝트라는 점을 강조한다.

영문 초록

This article looks into Australia s engagement with Asia in the historical context. Specifically, this article pays attention to the fact that the Australian political communities have been (re)shaping their views of Asia in response to the changes in international political economy. However, the views between the Australian political parties as represented by the Australian Labor Party(ALP) and the Coalition, have always been in conflict. In the government, national identity has framed both the parties foreign and domestic policies. In particular, national identity has shaped their attitudes and approaches to engagement with Asia. For example, the ALP(1983-96) attempted to forge a new national identity for Australia as an independent cosmopolitan society located in Asia, independent of its British heritage. On the contrary, the Coalition(1996-2007) claimed Australia as a western country, racially and culturally different from its geographical neighbor countries of Asia. Consequently, the outcomes of both their foreign and domestic policies differed to a large extent; thus leading to the argument that the dilemma between geography and history is still persistent in contemporary Australia and it raises questions of national identity. In line with this, Australia s engagement with Asia has been ambivalent and this is also evident in its current government. The Australian security and prosperity are highly dependent on the international political economic order. Under such circumstance, it is important for Australia not only to sustain a close security relationship with strong power countries like the US but also to grow economic ties with Asia, including both Northeast and Southeast countries. In this context, this article emphasizes that Australia s engagement with Asia is an ongoing state project which is responsive to both international and domestic systems.
