국문 초록

본 연구는 북한 체제의 지탱력 수준을 북한의 재정 상황과 북핵 문제라는 두 개의 변수를 통해서 측정한다. 재정은 ‘예산을 포함한 전반적 경제지표[’로 정의하고 이를 재정 수요와 재정 수입으로 나누었으며, 다시 재정 수요의 총합과 재정 수입의 총합의 격차를 중심으로 북한의 체제 지탱력을 측정했다. 그에 따라 네 가지 패턴의 체제 지탱력 동학이 도출되었다. 재정수입이 고정된 상태에서 재정 수요가 증가 혹은 하락하는 경우와, 재정 수요가 고정된 상태에서 재정 수입이 증가 혹은 하락하는 경우로 나누었다. 그리고 기본적인 네 가지 패턴을 활용하여 북한의 예산수입과 지출을 체제 지탱력 측정 모델에 대입하고 지탱력 수준을 검토했다. 또한 이렇게 검토된 지탱력 수준을 객관화하기 위해서 1985년을 기준치로 하여 그 수치를 상대화시켜 이를 지탱력 수준으로 전환시켰다. 나아가 핵문제로 인한 재정 수요와 수입의 변동이 지탱력의 주요한 변인이 된다고 보고 이를 지탱력 수준 측정에 활용했다. 결론적으로 핵문제가 악화될수록 재정 수요는 증가하고 재정 수입이 감소하기 때문에 체제 지탱력은 감소하여 북한 체제는 위기 국면으로 진입하게 된다. 따라서 북한 체제의 지탱과 개선을 위해서는 핵을 포기하고 개혁 개방의 길로 진입하는 것이 가장 합리적인 선택이라는 사실이 도출되었다.

영문 초록

This research measures North Korea s regime-durability level using two variables, the fiscal conditions and the nuclear issue. Finance, which in this essay represents fiscal conditions, is defined here as a general economic indicator, including the budget, and categorized into two parts, financial demand and revenue. In this research, the regime-durability of North Korea is measured by the gap between the sums of financial demand and revenue. As a result, four patterns of dynamic models are produced. The first and second models are the cases in which financial demand is increasing or decreasing while revenue is fixed, and the third and fourth models are the cases in which revenue is increasing or decreasing while financial demand is fixed. To objectify the regime-durability level, the level of each year is analysed comparatively with 1985 as the base year. Furthermore, this research regards the fluctuations of financial demand and revenue caused by North Korea s nuclear issue as one of the most important variables, and uses the fluctuations to measure the regime-durability level. In conclusion, as North Korea s nuclear issue worsens, the financial demand will increase and the revenue will decrease, thus decreasing the level of durability overall. As such, the North Korean system will not be able to avoid entering a stage of serious crisis. Accordingly, the only way for North Korea to survive is to give up nuclear weapons and to reform and open its system to the world.
