국문 초록

한국의 중소기업 정책은 경제성장뿐만 아니라 정치적 지지를 획득하기 위한 수단으로서 중요성을 가짐에도 불구하고 일관된 정책의 부재를 특징으로 한다. 이러한 현상은 한국의 중소기업 정책이 수요자 중심으로 이루어진 것이 아니라 공급자 중심으로 이루어져 왔기 때문이다. 그렇다면 이와 같은 현상을 초래한 요인은 무엇인가? 본 논문에서는 아이디어, 이익, 제도라는 세 가지 변수의 상호작용을 통해 본격적인 산업화가 추진된 박정희 정부부터 현재 이명박 정부에 이르기까지 중소기업 정책의 흐름과 특징, 그리고 한국형 모형에 대한 대안을 제시하였다. 우선 한국의 중소기업 정책의 비일관성은 첫째, 정책 아이디어가 정권별, 국내외적인 상황의 변화에 따라 각기 다른 모습으로 구체화되었기 때문이다. 둘째, 민주화 이후에도 권위주의 정부시기 대기업과 중소기업의 이중구조 심화현상이 사회적 양극화로 변용되어 지속되고 있으며, 권위주의 정부와 같이 실효성 없는 ‘구호만 요란한 정책’들이 추진되고 있기 때문이다. 이 점은 산업화가 본격적으로 추진된 박정희 정부부터 이명박 정부에 이르기까지 중소기업 정책이 광대한 내수시장을 바탕으로 시장경쟁이 실질적으로 이루어지는 것이 아니라 정부의 산업정책의 일환에 의해 성장과 퇴출이 결정되는 비일관성이 지속되고 있기 때문이다.

영문 초록

Even though the Korean small and medium enterprises(SMEs) policies have important meanings in securing political supports as well as in promoting economic growth, they are mainly characterized as absence of consistent policy directions and contents. This phenomenon can be explained by the supplier-oriented approaches adopted by the Korean government in its SMEs policies. Therefore, it s an interesting academic question to ask what factors led to this phenomenon. This paper explains determinants and processes of the Korean SMEs policies by applying three different independent variables: ideas, interests, and institutions. These three variables are useful in explaining the Korean SMEs policies since the Park, Jung-hee administration until the current Lee, Myung-bak administration. Inconsistency in the Korean SMEs policies are attributed to two factors. First, SMEs-related ideas have been formulated according to different domestic and internatinal environments all through the past administrations. Second, even after democratization, dual industrial structure between big enterprises and SMEs, which was made during the authoritarian administration, has developed into social polarization of wealth. This study implies that the Korean SMEs policies has to be decided and executed on the basis of enlargement of domestic markets for SMEs. Inconsistency in the Korean SMEs policies has hindered development of such an efficient SMEs policies.
