국문 초록

북한은 1960년대부터 핵을 개발해 왔으며 지금도 핵을 포기하지 않고 있다. 북한의 핵개발은 핵확산금지조약 체제로부터 강력히 거부되었으나, 주권을 내세워 추진해 왔다. 그래서 본 논문은 북한의 핵보유 목적이 무엇인지 그리고 그 대상이 되는 미국에 대한 전략적 목표가 무엇인지를 파악하는 데 초점을 두고 있다. 무엇보다 북한은 핵억지력 보유를 위해 핵을 가지고자 한다. 핵무기 보유는 국제적인 위상을 제고하는 것일 뿐 아니라 외부의 위협을 가장 저렴하게 억지하는 수단이 되고 있다. 따라서 북한은 핵보유를 통해 주적인 미국을 상대로 자국이 받고 있는 군사적 불안감을 제거하고자 한다. 동시에 북한당국은 핵카드를 통해 체제를 보장받으려 한다. 미국이 북한의 정권교체 또는 사회주의체제 전복을 추진할 수 있다고 보고 이에 대비하고자 하며, 미국으로부터 안전보장, 적대정책 포기 등을 통해 체제를 보장받고자 한다. 또한 적대관계를 청산하면서 북한은 미국과의 관계정상화를 이룩하려 한다. 이를 통해 북한은 한반도 주변국과의 관계를 진전시키고자 하며, 그들이 직면한 외교적 위기를 벗어나고자 한다. 뿐만 아니라 북한은 외부세계로부터 대규모 식량·에너지 등을 지원받아 그들의 비참한 경제를 살리고 이를 토대로 체제안정을 도모하려 한다. 북한당국은 핵억지력 보유, 식량·에너지·인도주의적 지원 확보 등의 목표를 달성했다고 자신하고 있으나 그들의 전략적 목표인 미국으로부터의 체제보장, 미국과의 관계 정상화 등을 이루지 못했다. 북한이 남아 있는 전략적 목표를 달성하기 위해선 2·13 합의에서 약속한 핵불능화를 완료하고 핵사찰과 검증을 제대로 이행해야 된다.

영문 초록

North Korea has developed nuclear weapons since 1960s and not yet given up them. Although nuclear development of the North has been refused resolutely by the Nuclear Non-Proliferation Treaty regime, it has pushed forward with sovereignty. Therefore, this paper focuses on an evaluation of knowing the purpose of North Korea’s nuclear armament and analyzing strategic goal towards the United States as its target. Above all, North Korea desires for possessing nuclear weapons for having nuclear deterrence. Holding nuclear weapons not only boosts international standing but also plays the means to deter external threat with the cheapest prices. North Korea is, thus, to remove military instability that comes from the U.S. as its enemy throughout nuclear possession. At the same time, North Korea wants to guarantee its regime throughout a nuclear card. North Korea attempts to prepare in case that the U.S. goes ahead with a plan to overthrow either its political power change or socialist regime, and is in an effort to guarantee its regime throughout security guarantee, abandonment of antagonistic policy from the U.S. It is also to form a diplomatic relation with the United States as removing antagonistic relations. By these, North Korea intends to progress its relations with surrounding powers around the Korean peninsula and escape from its diplomatic crisis faced. Furthermore, it is to pave the way to recover its miserable economy by means of gaining massive food and energy support from outside world and to plan its regime stability on the basis of this. North Korea has not achieved its strategic goals of which are regime guarantee, normalization with the United States, and others, although it has felt confident to attain such goals as possession of nuclear deterrence, acquisition of food, energy and humanitarian assistance. It should fulfill the nuclear disablement, inspection, and verification that had been promised by the February 13th agreement so as to attain the remanent strategic goals.
