국문 초록

1991년 소연방체제가 와해됨으로써 카스피해지역은 지정학적 공백지대로 되었다. 이에 러시아와 미국은 이 지역을 자신의 세력권에 편입시키기 위해 소위 ‘신거대게임(New Great Game)’을 치열하게 벌이게 되었다. 지정학적 재편 과정의 배경에는 이 지역에 풍부히 매장되어 있는 석유, 가스 등 에너지 자원이 놓여있다. 9.11 테러는 이 지역에 대한 미국의 군사개입을 정당화시켰는데, 이에 따라 미국과 러시아 사이에는 새로운 역학관계가 발생하고 지정학적 안보환경은 급변하게 되었다. 이 지역은 미국에게 에너지안보의 차원에서 중요한 가치를 지닐 뿐 아니라, 러시아에 대한 직접적인 위협을 가할 수 있는 전략적 요충지로서의 군사적 가치를 지닌다. 그리하여 미국은 카스피해 에너지 자원의 획득을 위해 러시아가 갖고 있는 이 지역에 대한 헤게모니를 부정하고, 이 지역에 대한 영향력을 확대하고자 한다. 이에 대응하여 러시아는 선점했던 패권이 무너져 가는 현실 속에, 기존의 영향력을 고수하고자 몸부림치고 있다. 본 논문에서 다루고자 하는 내용은 첫째, 카스피해지역의 지정학적 의미와 경쟁대상으로서의 이 지역의 에너지자원 개발과 관련된 제반문제이다. 둘째, 이 지역의 석유, 가스를 세계시장에 공급할 수송관을 둘러싸고 기득권을 갖고 있는 러시아와 수송관 루트에서 러시아를 배제하려는 서방세계 사이의 게임이다. 셋째, 미국의 이 지역에 대한 군사적 팽창, 러시아의 대응전략의 내용과 그 변화과정을 주목하고자 한다.

영문 초록

With the collapse of the Soviet Union, in the territory of the former Soviet Republics, including Caspian Sea region, brought about the power vacuum. The geopolitical, geoeconomic significances made Caspian Sea area theater for competition, so called ‘New Great Game’ between the great powers. The major states who participate in the Game are Russia and the U.S. And the center of this struggle lies abundant amount of oil and gas of the Casipan region. U.S. and EU have intensified relations with Caspian countries and continuously increased their political, economic and military influences in the region. In May 2005 opened BTC(Baku-Tbilisi-Ceyhan) pipeline, which the U.S. and EU have supported to construct. In front of the expansionist policies of the U.S., Russia is trying to restore/maintain its previous influence/hegemony in the region. Before the collapse of the Soviet Union, Caspian Sea region was governed only by Russia/USSR. For the last several years energy security has been a major concern not only to U.S. but to all consuming countries. In terms of worldwide energy security, it is possible to be intensified competition between the U.S. and Russia around the Caspian oil, which will contribute to enhance global energy security. The purpose of this paper is to examine 1) disagreement over the legal status of the Caspian Sea, 2) the American strategy over the Caspian Sea region and how Russia responses to the newly emerged environment, 3) the meaning of rivalry over the pipeline routes between U.S. and Russia.
