중국의 경제적 부상과 동아시아 지역주의

국문 초록

이 글은 동아시아 공동체를 향한 동아시아 지역주의의 진전이란 관점에서 중국의 경제적 부상을 어떻게 평가할 것인가를 고찰하는 것을 목적으로 한다. 동아시아 외환위기 이후 ASEAN+3를 견인차로 동아시아 공동체를 향한 지역주의 움직임이 탄력을 받기 시작하였는데 중국도 이에 적극 참여하고 있다. 중국 경제의 성장은 종래 일본을 동아시아 경제의 주도적 리더로 보던 견해에서 탈피하여 중국이 새로운 중심이 될 것이라는 전망을 낳고 있다. 이런 배경에서 중국의 성장이 동아시아 지역주의에 어떤 의미를 가지는가를 살펴보는 것은 동아시아 지역주의를 전망하는데 있어 매우 중요하다. 중국의 경제적 성장은 해외로부터의 투자와 수출에 의존한 바가 매우 크며 동아시아의 역내 국제분업 연계를 증가, 심화시키고 상호의존성을 증가시켰다. 이 글은 경제적 상호의존의 증가와 경제적 이익의 기대가 국가 간 평화의 유지에 기여할 것이라는 자유주의적 이론의 가설에 근거하여, 중국의 동아시아 국가들과의 상호의존의 증대가 지역국가들과의 협력적 관계를 증진시키며 동아시아 지역주의의 진전을 위한 긍정적인 경제적 기반을 조성한다고 주장한다. 그러나 경제적 상호의존의 증가만이 지역주의의 진전을 추동하는 변수는 아니며 동아시아의 정치적 관계 역시 중요한데, 특히 중-미, 중-일 관계가 중국의 동아시아 지역주의 외교에 영향을 미치는 국제정치적 제약조건들이다. 중국은 중국의 주도권을 견제하려는 미국과 직접 충돌하기보다 우회적, 장기적으로 다원적 외교 전략을 통해 영향력을 확장시키려 할 것으로 본다. 동아시아 공동체의 주도권을 두고 경쟁적 입장에 있는 일본과도 직접 충돌보다는 심화하는 경제적 상호의존 관계를 통해 협력과 경쟁의 복합적 관계를 이어갈 것으로 본다. 양국의 경쟁구도 속에서도 동아시아 지역주의가 점차 견고화 해 나가지 않을까 조심스레 낙관적 전망을 제시한다.

영문 초록

The major task of this paper is to contemplate the implications of China’s economic prominence from the perspective of East Asian regionalism. The East Asian regionalism gained a fresh momentum due to the Asian financial crisis of 1997-98 and has seen a gradual progress since then, in which China has actively taken a part. With China’s ascendancy in economic growth, the prospect that Chinese economy will overtake Japan and be a new leader of East Asian regionalism is on the rise. The economic growth of China has been greatly accredited with the flooding flows of foreign direct investment and trade. This paper argues that the deepening and widening linkages of economic interdependence between China and other countries in the region will promote the increase of mutually cooperative relations among them, which will provide good soils for the growth of East Asian regionalism, in accordance with the well- known promises of Liberal IR theory. The economic interdependence, however, is not the only variable that has a fundamental influence on the progress of East Asian regionalism. Relations of international politics in East Asia, especially the US-China and Sino-Japanese relations, also critically matter for China’s initiatives in East Asian strategy. This paper argues that China will take a gradual long-term strategy toward a leadership in East Asia through indirect, multilateral approaches circumventing an outright challenge to the US. With regard to the relations with Japan which is in a rivalry contest with China, it is likely that a complex dual relationship of competition and cooperation will persist due to the increasing economic interdependence of the two. A cautious prospect of this paper is that East Asian regionalism may continue to proceed toward a closer organization in the midst of, and in spite of, this complex relationship of competition and cooperation.
