국문 초록

이 글의 목적은 국제개발협력의 분야에서 독일과 일본의 개발정책을 비교함으로서 그 유사성과 차이점을 유추해내며, 독일과 일본의 차이점을 기초로 두 가지 모델을 그려내고, 이를 바탕으로 한국의 ODA에 주는 시사점을 해석해내는 데 있다. 대체로 한국의 ODA는 일본 모델이 많이 반영되어 있다. 독일 모델은 한국의 ODA사업에 반영된 일본 모델의 문제점을 극복할 수 있는 새로운 패러다임이 될 수 있을 것이다. 국제사회에서의 정당성의 획득과 인정받기라는 측면에서 인류애와 세계시민성에 기초한 독일의 ODA가 국익과 경제성에 입각한 일본의 ODA보다 효과적이기 때문이다. 일본 모델은 국익에 기초한 현실주의적 패러다임에서 벗어나지 못하고 있지만, 독일 모델은 현실주의적 패러다임을 지양하면서 공유되는 좋은 가치(values and ideas)를 만들어 나가는 구성주의적 패러다임을 지향하고 있다. 국제사회에서 대체로 독일 모델이 일본 모델보다 인정받고 있는 추세라면, 한국의 ODA사업은 일본 모델을 지양하고 독일 모델을 지향해야 한다는 것이 이 글의 주장이라고 볼 수 있다.

영문 초록

This article is considered with the international development cooperation which is performed by states, especially by Germany and Japan. Through a comparision of Germany and Japan two ODA models are analysed. On the perspective of principles, organisations, and practices, german model is different from japanese model. In Germany the ODA is organied systematically by the independent ministry BMZ which tries to realize that developing countries shares good values such as human rights, sustainable development, and democracy, while in Japan the ODA is organied by various ministries which try to maximize national interests such as gaining natural resources and increse of influence power. What is common in cases of Germany and Japan, is that these two countries would get recognition again in the international society through the ODA. However, the way to get the recognition was different. The german ODA model is founded in the constructivist approch, but the japanese ODA model in the realist approch. International society recognise the german model more as the japanese model. In this context the korean ODA, which was influenced by japanese model, sould be reoriented to the german ODA model.
