영문 초록

This study aimed to analyze the current policy measures for controlling the Korean National Health Insurance Corporation(KNHIC), and discuss the theoretical and practical implications of the KNHIC case study. By applying Christopher Hood s typology of control mechanisms over public organizations (oversight, competition, mutuality, contrived randomness), this study discovered that oversight and mutuality were the two major control mechanisms in the case of the KNHIC, and that the policy measures were used to enhance the level of efficiency and customer-centeredness of the KNHIC. This case study shows that the public sector reinvention movement, which has been a current fashion in the OECD countries, influences the Korean state welfare trends. This study also shows that the institutional and operational characteristics of the public organization ― the unitary-institution system, active labour movements, and low customer satisfaction ― could shape its control mechanisms. However, the effectiveness of the control mechanisms was not examined properly in this paper, which suggests the agendas for further studies.
