영문 초록

Credit cooperatives have played important roles in supplying loans to households and firms in vulnerable credit standings. But many credit cooperatives have lost their operational grounds by financial restructuring, and so the lower income households and small firms with vulnerable credit scores have been faced with increased financial constraints. We realize the necessity of credit cooperatives revitalization by way of formation of local governance, and investigate the ways of collaboration networking among central institutions, local governments and community organizations. The construction ways of collaboration system for credit cooperatives revitalization were looked through focusing on three types of credit cooperatives. In general, it is true that such institutes had played main role in activation of lower income households and small firms and making relative policies up to the current level. On the other hand, however, these institutes still had such tasks as direct connection program, alternative programs for upgrading of lower group position and etc. It is essential, therefore, to formating community network for the realistic concreteness.
