국문 초록

본 연구는 국제개발협력에 대한 한국인의 선호를 분석한다. 전통적인 공여국의 개인들이 국제개발협력정책에 대해 일관적이고 구조화된 선호를 가졌다는 기존 연구의 결과와는 달리, 신흥 공여국인 한국의 경우 개인들의 선호가 가변적이고 비일관적일 것이라는 문제의식을 가지고 2019년 한국리서치에서 실시한 여론조사를 토대로 한국인의 특수성을 살펴보았다. 본 연구의 결과에 따르면, 대부분의 기존 연구들이 유의미한 변인으로 제시한 교육수준과 소득수준이 한국사례에서는 통계적 유의미성을 높지 않을 뿐만 아니라, 기존 연구와 달리, 한국 사례에서는 젊은 세대일수록 그리고 여성일수록 해외 원조에 대해 반대하는 경향성을 보였다. 더불어 한국의 경우는 개인이 가진 경제 상황에 대한 주관적 인식에 따라 개발원조정책에 대한 선호에 차이가 나타났다. 본 연구의 결과는 전통적인 공여국의 개인들과는 달리 한국인의 개발협력에 대한 선호가 안정적이지 않고 정치경제적 상황에 따라 가변적이라는 점을 보여주는 것으로, 이는 국내불평등을 완화하고 앞으로 기성세대가 될 젊은 세대, 그리고 여성의 경제 현실이 개선되지 않은 한 한국의 개발원조정책에 대한 정치적 기반은 지속해서 약해질 것을 시사한다.

영문 초록

According to previous studies that focus on traditional donor countries, individual attitudes toward aid is consistent and structured. However, we presume that individual attitudes toward foreign aid in South Korea, the new donor country, will be differ from the individuals from traditional donor countries due to the short history of foreign aid giving. Based on the survey conducted by the Korean Research in 2019, we find that, unlike individuals from traditional donor countries, for example, education level and income level does not determine individual preferences on foreign aid. In addition, contrary to individuals from traditional donor countries, younger generations and women in Korea tend to oppose foreign aid due to the bad economic situations, suggesting that individuals in South Korea have inconsistent view on foreign aid depending on economic situations. These findings imply that the public support for the foreign aid policy in South Korea do depend on domestic economic situations, and we cautiously predict that political foundation of foreign aid policy in South Korea will not be sustained unless domestic economic situations, such as domestic income inequality, are improved.
