유엔의 이란 경제제재 효과와 북핵 대응방안

국문 초록

이란 핵개발의 군사화 저지를 위해 유엔을 비롯한 국제사회는 경제제재와 대화를 통한 핵무기 개발 저지에 관심을 기울여왔다. 그 결과, 유엔이 2006년 유엔안보리 결의 1696호를 시작으로 대이란 제재를 시작한지 약 10년 만에 ｢포괄적 공동행동계획(JCPOA)｣에 합의라는 결과를 얻었다. 이란 핵협상 타결은 한반도 비핵화 추진에도 참고할 수 있는 사례이므로 이란 핵협상을 이끈 요인을 분석하는 것은 큰 의미가 있다. 그동안 유엔을 통한 경제 제재가 회원국에 대한 강제성 부족 및 권고수준이라는 제한사항을 지적하는 연구자료들이 있었으며, 독자적 제재에 가려져 그 의미를 찾지 못한다는 지적도 있었던 바, 본 논문은 이러한 연구자료들을 기초로 유엔의 대이란 제재 효과분석을 재고해보았다. 분석결과, 유엔의 대이란 제재는 미국과 같은 개별국가에 의한 독자적 제재와 함께 이란 경제침체 및 고립을 이끌었고, 결국, 이란 국내적 요소인 국민정서의 변화와 정권교체를 유도해냈다고 볼 수 있다. 또한, 지속적인 제재와 대화를 주도함으로써 이란핵문제의 국제사회 공론화, 협상의 장 제공, 이란을 고립으로부터 국제사회로 나오게 하려는 분위기를 조성하였고, 경제성장과 개혁을 요구하는 국민적 공감대를 이끌어 낸 요인임을 확인 할 수 있었다. 유엔의 경제제재는 실효적인 조치라고 판단됨에 따라 이란 사례를 통해 한반도 비핵화 위한 우리의 역할과 대응 방안을 모색해보고자 한다.

영문 초록

The international community has been paying attention to preventing Iran from developing nuclear weapons through economic sanctions and dialogue. As a result, about a decade after the U.N. initiated sanctions against Iran, starting with UNSC Resolution 1696 in 2006, it resulted in an agreement on the “Joint Comprehensive Plan of Action” (JCPOA). Since Iran’s settlement of the nuclear deal is a case that can be considered for the North’s push to denuclearize the Korean Peninsula, it is very meaningful to analyze the factors that led to it. So far, there have been research data pointing to restrictions that economic sanctions through the U.N. lack of coercion and recommended levels for member states. Some also pointed out that they were blinded by independent sanctions and could not find their meaning. Based on these studies, this paper reconsidered the analysis of the effectiveness of the U.N. sanctions against Iran. According to the analysis, the U.N. sanctions against Iran, along with independent sanctions by individual countries such as the U.S., led to the economic slowdown and isolation of Iran, which eventually induced a change in the Iranian national sentiment and regime change. The international community’s public debate and provision of negotiations have created an atmosphere in which Iran can emerge into the international community, and it has been confirmed that this is a factor that has led to the national consensus of Iran. As the U.N. economic sanctions are deemed an effective measure, we would like to explore our role in the denuclearization of the Korean Peninsula and ways to resolve it through the Iran case.
