국문 초록

헬싱키 프로세스는 국제환경에 따라 부침을 거듭하면서도 동력을 상실하지 않았기 때문에 냉전이 끝나는 시점에서 제 역할을 할 수 있었다. 본 논문은 헬싱키 프로세스의 진행 과정을 안보협력의 틀 속에서 평가하고, 한국정부 차원에서 제시된, 동북아에서의 다자안보협력 시도와 견주어 비교하는데 목적을 갖고 있다. 그동안 헬싱키 프로세스가 진화해 온 과정에 대해 논의를 하면서 그 같은 경로가 동북아에서도 가능할 것인지에 대해서도 많은 검토가 있었다. 대체적인 논의의 결론은 유럽의 경험이 동북아에 직접 적용되기 어렵다는 것이었다. 이를 전제로 하면서 동북아에서의 다자안보 협력 구상의 실현을 위해 필요한 몇 가지 사항을 제시하면 다음과 같다. 첫째, 다자 협의를 위한 시작은 북핵 해결을 위한 합의 구조가 가시권에 들어온 상태에서나 가능하기 때문에 북핵 해결 시점에 다자안보협력 구도를 구체화하는 편이 바람직하다. 둘째, 현실적 대안으로 중간적인 단계인 ‘협력안보 비전(multilateral cooperative security vision)을 제시하는 편이 바람직하다. 셋째, 한국은 자체적으로 다자협력 구상을 발표하고 동북아 국가들의 동의를 확보하는 방식을 답습하기보다는 미국, 중국 등과 먼저 협의하고 다자 협상을 위한 논의의 수준을 설정하는 등 사전적인 노력이 더욱 필요하다.

영문 초록

Helsinki Process was culminated in the signing of the Helsinki Accords in 1975, and follow-up conferences to the Helsinki Accords were held three times. The Helsinki process was successful in creating a cooperative multilateral framework and easing Cold War tensions in Europe by adopting a comprehensive approach. This article has a purpose to evaluate the process of the Helsinki Process in the prism of security cooperation and to compare with the trying for the multi security cooperation in Northeast Asia by the Korean government. But direct application of European’s experience to Northeast Korea is not inevitable. For better understandings about multi cooperative system in Northeast Asia, especially it is needed to think about some points. First, it is desirable that the trying for the multi cooperation in Northeast Asia will be accessible in time of dissolution of the North Korean nuclear issue. Second, multilateral cooperative security vision as a alternative can be suggested as the intermediate stage for the cooperative regime. Third, Korea’s preemptive efforts for consulting with U.S.A and China in advance of public presentation about multi cooperative system will be useful.
