국문 초록

본 연구는 브렉시트(BREXIT) 이후 영국과 유럽연합(EU)의 유학생 교육정책 변화를 살펴보고자 하였다. 브렉시트의 원인으로는 이민자 문제와 영국 내의 정치 역학적 관계, 그리고 EU 분담금 등의 직접적인 부분과 함께 영국과 EU 간의 오랜 역사적 관계에서도 그 이유를 찾아볼 수 있다. 브렉시트가 진행된다는 것은 영국이 EU 단일시장으로부터 이탈함을 의미하므로, 영국은 EU 시장에 대한 접근권을 상실하게 될 것이며 이로 인해 영국과 EU 모두가 부정적인 영향을 받게 될 것이라는 점은 명확하다. 영국이 EU를 빠져나감으로 인해 받게 될 파급효과는 단순하지 않을 것이며, 교육 관련 정책도 예외가 아니다. 이에 따라 본 연구는 EU의 교환학생 프로그램인 에라스무스(Erasmus)를 중심으로 영국 내에 있는 EU 유학생과 역내의 영국 유학생 교육정책의 변화를 예상하고 그 영향과 향후 영국이 교육정책에 어떠한 대안을 마련하고 있는지에 대하여 살펴보고자 한다. 특히 교육정책과 산업경쟁력과의 관련성은 밀접한 관계가 있으므로 브렉시트 이후 영국의 교육정책 변화로 인한 인적자원의 활용과 그로 인한 정책적 변화의 추이를 연구하고자 한다.

영문 초록

This study researched changes in the education policy for students in Britain and the European Union since Brexit. The reason can be found in the long-standing historical relationship between Britain and the EU, along with direct parts of the immigration issue, political and epidemiological relations in Britain and EU contributions as the cause of Brexit. It is clear that if implemented, the UK will lose access to the EU market and both the UK and the EU will be negatively affected because what Brexit means is Britain’s departure from the EU single market. The ripple effects of Britain’s exit from the EU will not be simple, and education-related policies are no exception. Therefore, this study anticipates changes in the education policy of EU students and British students in the U.K. focusing on Erasmus, an exchange student program in the EU, and looks at the impact of the change in the education policy of the U.K. and the future of the U.K. on in the future. In particular, since there is a close relationship between vocational education policy and industrial competitiveness, we intend to study the utilization of human resources and the trend of policy changes resulting from changes in UK job education policy after Brexit.
