무엇이 ‘노동 없는 복지’ 문제를 해결할 실업급여체계 개혁을 가능하게 하는가? 이 연구는 벨기에와 덴마크의 사례를 통해 실업급여체계 구조조정에서 발생한 내생적 제도 변화 과정을 분석한다. 1990년대 포괄적인 개혁의 성패 여부는 기존 제도에 관한 노동조합의 이해와 전략이 변화할 수 있는 지에 달려 있었다. 벨기에의 경우 개혁은 예산 제약과 같은 한정된 개혁에 머물렀는데, 이는 관대하고 광범위한 실업급여 수급자격의 유지가 노동조합의 양보할 수 없는 핵심 이익이었기 때문이다. 이러한 특징은 벨기에 정부의 전면적인 개혁 전략과 부딪쳐 막대한 갈등과 협상의 교착을 야기하였다. 반면 덴마크는 적극적 노동시장 정책과 실업급여체계를 연계시켜 개혁을 시행하였으며, 이는 실업급여체계를 둘러싼 제도들의 원리와 목표를 포괄적으로 변화시켰다. 경제적 조정제도의 분권화와 덴마크 정부의 우회적인 개혁 전략은 노동조합이 실업급여 축소로 의한 손실을 취직 능력 강화를 통해 보상받을 수 있도록 기대하게 만들었다. 벨기에와 덴마크의 사례는 제도의 급진적인 변형 없이도 내생적으로 변화가 발생할 수 있으며, 실질적인 개혁의 성취가 제도적 환경의 변화를 통해 행위자의 이익과 전략을 재고시킴으로써 성취될 수 있음을 보여준다.

영문 초록

What would make an unemployment benefits system reform extensive to address ‘welfare without work’ syndrome? This study explores the process of endogenous institutional change in restructuring the unemployment benefits system by comparing the experiences in Belgium and Denmark from the 1980s to 1990s. I argue that the success and failure of the comprehensive unemployment benefits system reforms in the 1990s depended on whether labor union’s interests and strategies regarding the unemployment benefits system could be altered. The reform in Belgium was limited to budgetary restraints, since maintaining wide-range generous eligibility in the unemployment benefits system was a vital interest to the labor union. Combined with the government s frontal reform strategy, this yielded huge labor disputes and a deadlock of social concertation. In contrast, Denmark implemented comprehensive reform, which changed the principles and goals of institutions by connecting the retrenchment with active labor market policies. The decentralization of national economic coordinating institutions and side-wind reform strategy of government led Danish labor unions to expect that the losses caused by the unemployment benefits system retrenchment would be replenished through enhancing employability. The Belgian and Danish cases illustrate two principles of institutional change without radical transformation or replacement of existing institution – drift and conversion respectively. In addition, they show that substantial reforms can be achieved by enabling changes in institutional surroundings, which can modify the interests and strategies of the labor unions.
