국문 초록

한국은 1948년 대한민국정부 수립이후 초대 이승만 대통령부터 현 제18대 박근혜 대통령에 이르기까지 총 11명의 대통령이 재임하였다. 역대 대통령들은 자신의 안보관을 바탕으로 국가를 통치하고 국민들의 생명과 재산을 보호하기 위해 필요한 조치를 강구하였으며, 이들의 긍정적인 노력의 성과로 현재의 대한민국의 안보의 틀이 형성되었다고 할 수 있다. 안보정책은 때로 추진력을 얻기도 하며 때로는 급변하는 안보환경에 따라 수정되기도 한다. 이 논문은 역대정부의 안보정책을 분석하고 박근혜정부의 한반도신뢰프로세스의 방향을 제시한다. 역대정부의 안보정책을 분석함에 있어서 본 논문은 Mahoney의 경로의존이론을 적용하여 안보정책의 공리적, 기능적, 권력적, 정당성의 측면에서 분석하고 한반도신뢰프로세스를 성공적으로 구현할 수 있는 전략을 모색하고자 한다.

영문 초록

So far, the South Korea has total 11 members of president from the first President, Seung-man Lee to 18th President, Geun-hye Park since it has established government of Republic of Korea in 1948. Historically, Presidents have governed the state by one’s own security view and taken measures in order to protect people’s lives and property. Due to their positive efforts, there has been established a security framework of ROK. However, the security policies of the past governments, sometimes getting momentum or weakness and even revised in the process of coping with a rapid changing environment. This article examines the past government’s security policies and overtures the strategies and directions in executing Park Geun-hye government’s trust building process with North Korea. In analyzing past government’s security policies, this paper takes a Mahoney’s path dependence theory to identify limit of the security policies using four actors as utilitarianism, functionalism, power, and legitimation.
