국문 초록

이 논문에서는 교육부의 학교 통‧폐합 정책에 대한 대응 전략으로서 학교 살리기가 지역공동체의 활성화와 결합되는 과정을 살펴봄으로써, 농촌에서 지속가능 지역교육공동체의 가능성을 탐색해본다. 구체적인 분석을 위한 자료수집에는 문헌연구법과 심층면접법이 병행 사용되었다. 분석 결과 다음과 같은 점들을 알 수 있다. 우선 농촌지역 학교붕괴 문제는 교육적 접근뿐만 아니라 지역발전전략으로 인식할 필요가 있다는 것이다. 이 논문의 사례지역에서 추진된 학교 살리기가 일정한 성과를 거둔 데는 학교 살리기 추진 주체의 인적‧물적 자원의 적절한 동원과 전략 구사 및 사회․정치적 환경변화 등이 중요하게 작용하였다. 다음으로 어떤 마을 만들기 전략이든지 지역이 바라는 성과를 거두기 위해서는 이해당사자들의 참여 범위를 확대할 수 있는 이슈를 제시하고, 관련 전략들을 다양하게 구사할 필요가 있음을 이 논문의 사례에서 확인할 수 있다. 결국, 농어촌의 학교와 지역의 활성화를 위해서는 일부 구성원의 노력만으로는 이루기 어렵고, 지역의 이해당사자들 모두의 참여와 지원이 필요하다.

영문 초록

This thesis attempts to explore the possibility of sustainable local education communities in rural areas by looking at the process of revitalizing the local community, which is a strategy for responding to the local community s response to the Ministry of Education s school integration and abolition policy. The literature research method and the in-depth interview method were used in parallel to collect data for specific analysis. As a result of the analysis, the following points can be found. First of all, the problem of school collapse in rural areas needs to be recognized as a regional development strategy as well as an educational approach. The reason why the school revival promoted in the case area of this thesis achieved certain results was the proper mobilization of human and material resources of the subject of school revitalization, the use of strategies, and changes in the social and political environment. Next, it can be confirmed through the case of this paper that any town development strategy needs to present an issue that can expand the scope of participation of stakeholders for certain achievements and that related strategies need to be used in various ways. In the end, in order to revitalize schools and communities in rural areas, it is difficult to achieve only with the efforts of some members, and participation and support from all stakeholders in the region is required.
