국문 초록

제주도는 섬지역으로서 해양문화자원이 풍부할 것이라는 기대가 높은 편이므로, 제주 도민들이 지역의 해양자원을 공공자산으로 인식하고 그 가치를 높일 수 있는 방법이 필요하다. 따라서 이 글에서는 해양문화자원에 대한 제주 도민들의 인식과 태도를 확인해 보고, 해양문화자원의 가치를 새롭게 인식하고, 활용할 수 있는 방법을 제안하였다. 제주도의 해양자원은 크게 자연자원, 인문자원, 산업자원으로 분류할 수 있는데, 이글에서는 인문자원만을 논의대상으로 삼았다. 해양인문자원은 역사자원, 생활자원, 문화콘텐츠로 분류하여 현황과 제주 도민들의 인식을 확인해 보았다. 제주도의 해양문화는 역사성과 지역성을 바탕으로 형성된 자원들이지만 급변하는 사회 환경에 따라 중요도가 높아지고 있는데, 이는 과거의 자원으로서가 아니라 미래 자원으로서 잠재적 가치가 높다고 인식한 결과이다. 이에 제주사회의 변화를 고려하여 제주도의 고유성을 유지할 수 있도록 해양문화자원의 가치를 귀중하게 인식할 수 있는 여건이 마련되어야 한다. 해양문화자원은 ‘이용의 대상이 아닌 공존’의 대상으로 인식할 수 있는 환경을 조성해야 하며, 제주도 해양문화는 ‘제주 도민의 자긍심’으로 자리매김 될 수 있어야 한다. 또한 지역별․ 연령별 인식 차이의 원인을 규명하고, 그에 따른 합당한 보존과 활용 방안을 마련하려면 해양문화자원 전반에 대한 실태조사가 필요하다. 결국 제주도 해양문화자원의 보존과 활용 측면을 고려하여 제주도의 정책 방향에도 반영되어야 한다.

영문 초록

Jeju-do is an island and has high expectations to have rich marine culture resources. It is thus necessary to come up with a plan for the residents of Jeju to view the region’s marine resources as public property and enhance its value. Therefore, this paper examines the perception and attitude of Jeju residents on marine culture resources and proposes a novel method to newly recognize and utilize the value of marine culture resources. The marine resources of Jeju-do can be categorized broadly into the categories of natural resources, cultural resources, and industrial resources, but this study only discusses cultural resources. Marine culture resources were divided into historical resources, lifestyle resources, and cultural contents to examine the current situation and the perception of Jeju residents. The marine cultures of Jeju-do are resources formed based on its history and regional characteristics, but its gravity is heightening according to the rapidly changing social environment. This is the result from the perception that there is high potential value as a future-oriented value, rather than resources of the past. Accordingly, conditions should be provided considering changes in the Jeju society for placing value on the marine culture resources in order to maintain the uniqueness of Jeju-do. Therefore, an environment should be established to recognize marine culture resources as a subject of ‘coexistence rather than use’ and it should be possible for Jeju’s marine culture to become the ‘pride of Jeju residents.’ Furthermore, in order to investigate the differences in perception per region and age group, while providing suitable preservation and utilization plans, it is necessary to examine the current situation of all marine culture resources. In result, the preservation and utilization aspects of marine culture resources should be considered and reflected in the policy directions of Jeju-do.
