국문 초록

지방자치의 발전과 지방자치단체 운영의 효과성 향상을 위해서는 지방자치단체장의 리더십에 대한 연구가 매우 중요하나, 그동안 지방자치단체장 리더십에 대한 연구는 행태 중심적이고 개별적인 사례연구중심으로 진행되어 왔다. 이러한 한계의 극복을 위해서는 다양한 연구방법의 활용은 물론 자치단체 유형, 지역 및 개인적 특성 등 다양한 연구대상별로 지속적이고 광범위한 사례연구의 축적이 필요하다. 특히 사례분석의 축적을 통한 연구의 종합과 비교분석을 위해서는 분석초점 및 내용에 어느 정도 일관성이 확보되어야 하므로, 지방자치단체장 리더십 사례분석에 포함될 공통적인 내용에 대한 기초 연구가 선행될 필요성이 있다. 이를 위해 본 연구에서는 지방자치단체장의 역할과 이러한 역할에 따른 선행연구에서의 분석내용을 종합하고, 향후 활용을 위한 구조화된 질문 내용을 시론적으로 제안하였다.

영문 초록

In order to develop local autonomy and improve the effectiveness of local governments, research on the leadership of local government heads is very important, but studies on the leadership of local government heads have been conducted mainly on behavior-oriented and individual research. In order to overcome these limitations, it is necessary to accumulate a continuous and extensive case study by various subjects such as types of local governments, regional and personal characteristics as well as various research methods. In particular, in order to comprehensively and comparatively analyze the research through the accumulation of case analysis, it is necessary to ensure some consistency in the structured question contents for interviews, so it is necessary to organize common contents to be included in the structured questions necessary for the case study of the leadership of the local government. For this purpose, this study summarizes the role of the head of local government and the analysis contents in the previous studies according to these roles, and proposes the contents to be included in the structured questions for future use.
