국문 초록

본 연구는 공 ·사조직을 막론하고 지금까지 이견의 논의 없이 이론적으로 타당한 것으로 당연시 되고 있는 변혁적･거래적 리더십 이론에 대한 개념화 및 측정에 있어서 개방형·폐쇄형설문을 통해 양자를 상호평가하였다. 이와 더불어, 한국의 지방자치단체장 리더십으로 변혁적･거래적 리더십 행동유형이 타당한지, 그리고 더 나아가 리더십과 혁신행동과의 관계에 대해 분석하였다. 분석결과 첫째, 변혁적 리더십은 혁신행동에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 거래적 리더십은 혁신행동에 유의미한 영향을 미치는 것으로 나타났다. 셋째, 변혁적 리더십이 거래적 리더십보다 구성원의 혁신행동에 긍정적인 영향을 미치는 것으로 나타났다. 넷째, 한국의 지방자치단체장 리더십 유형으로 변혁적 리더십과 거래적 리더십이 개념적으로 타당한 것을 확인할 수 있었다. 본 연구의 결과를 바탕으로 실용적 시사점을 제시하면 변혁적 리더십은 조직효과성에 큰 영향을 미치는 것으로 분석되었다. 이러한 차원에서 지방자치단체 리더들의 리더십역량을 향상시키기 위하여 지방인재개발원을 활용하거나 조직 내 교육(교육훈련)을 위한 교육프로그램 개발 등이 필요할 것으로 보인다.

영문 초록

This study mutually evaluated both public and private organizations through open and closed surveys in the conceptualization and measurement of the theory of transformative and transactional leadership, which has been taken for granted as theoretically valid without disagreement. In addition, this study analyzed whether the transformational and transactional leadership theory was valid with the leadership of the head of a public institution, and further, the relationship between leadership and innovative behavior. As a result of the analysis, first, it was found that transformational leadership had a significant influence on innovation behavior. Second, it was found that transactional leadership had a significant influence on innovation behavior. Third, it was found that transformational leadership had a more positive effect on the innovation behavior of members than transactional leadership. Fourth, with the public leadership of local governments, the conceptual validity of transformative leadership and transactional leadership was confirmed. Based on the results of this study, practical implications were presented, and it was analyzed that transformational leadership had a great influence on organizational effectiveness. At this level, in order to improve the leadership of local government agency heads, it is necessary to use local human resource development centers or to develop educational programs to reinforce leadership in education (educational training) within the organization.
