제주특별자치도 추진에 따른 성과와 발전 방안

국문 초록

우리나라는 1991년부터 기초 및 광역의회가 재구성되어 과거 중앙집권적 체제를 벗어나 지방 스스로의 권리와 책임, 자기결정권을 가지고 나름대로 지방분권의 시대에 접어들었다. 그 후 1995년에는 광역자치단체장까지 주민이 직접 선거를 통하여 선출함으로써 지역 주민의 안정과 복지에 더욱 관심을 가지게 되면서 본격적인 지방자치 시대를 열게 되었다. 특히 제주는 2006년 7월1일부터 제주특별자치도 출범과 제주국제도시의 추진을 위한 특별법을 제정. 공포되면서 지방자치의 가장 큰 변화와 발전의 토대를 마련하게 되었다. 제주는 시범적이고 선도적인 지방자치의 모델로써 다른 시. 도 자치단체와 차별화되고, 중앙정부로부터의 권한이양등 상당한 법. 제도적 장치를 마련하여 한국적 지방자치제를 구축할 수 있도록 중앙정부의 지원과 관심의 대상이 되고 있다. 그러나 제주특별자치도가 특별자치도로서 많은 변화와 위상이 높아진 것은 사실이지만 아직도 그에 따른 법. 제도적 장치의 미비, 운영의 미숙 등 하드웨어 및 소프트웨어 부문에서 상당히 부족한 점이 많고 향후 해결해야 할 문제들이 산적해 있다. 따라서 본 글은 제주특별자치도가 출범한 시점에서 그 동안 제주특별자치도의 변화 모습을 살펴보고, 그에 따른 제주특별자치도의 주요 성과와 향후 발전과제에 대하여 분석하고 있다. 주요 변화로써 제주특별자치도의 탄생, 제주도 행정체제의 개편, 제주국제자유도시의 추진, 지방자치 분권의 모델정립등을 제시하였고, 주요 성과로써 법. 제도적 측면에서는 단계별. 제도적 개선, 인사청문회제, 자치경찰제 도입.관광3법(관광진흥법,국제회의산업육성법,(광진흥개발기금법)의 일괄 이양 등에 대하여,운영적 측면에서는 자치권한 및 역량의 강화,투자유치 사업의 확대,유네스코 3관왕 달성 및 세계 7대 자연경관 선정 노력 등을 제시하였다. 그리고 향후 제주특별자치도의 역량 강화와 발전과제에 대하여 집행기관인 제주특별자치도 차원, 제주특별자치도의회 차원 그리고 도민사회 차원으로 구분하여 제시하였다.

영문 초록

In July 1 2006, Jeju enacted the special law for international free city and made the jeju special self governing government. From that, it has been important point to change the local self government. Jeju had the model of local self government and played a leading role. Jeju had the differentiated institutions in comparison with the other self governing bodies. Also Jeju had lots of lawful devices from central government. Therefor Jeju was the target of support and corcern from central government to settle the Korean local autonomy. It is a fact that Jeju has a lot of problem, namely insufficient institutional devise and H/W&S/W. In thesis, Iexamine a changeable Jeju special self governing government and analyze the leading outcome and a developing task in the future. I suggest the start of the Jeju special self governing government, the reorganization of Jeju administrative system, the propel of international free city, the establishment of local self government as the leading change. And I Suggest 2 aspects, so to speak institutionally and operationally. First, in the institutional aspect, I suggest the step by step institutional improvement, the active operation of personnel hearing and autonomous police system, a package transfer of tourist law(tourist promotion law, international conference promotion law tourist development fund law). Second in the operational aspect I suggest the reinforcement of self [ower and capability, the expansion of investment inducement, the accomplishment of tripe crown Unesco, the selection of world 7 natural landcape. Finally, I suggest 3 levels that is, the level of Jeju special self governing government, the level of the Jeju special self governing provincial assembly, the level of Jeju people society.
