국문 초록

현대사회는 다양하고 복잡한 분화형태를 보이고 있고, 이에 따라 다양한 유형의 사회갈등이 잠재 혹은 표출되고 있다. 제주사회도 예외 없이 다양한 사회갈등이 존재해 왔고, 현재 혹은 미래에도 그럴 것이다. 제주사회의 사회갈등은 다양한 차원에서 발생하고 그런 갈등상황들이 일시적으로 발생하여 사라지는가 하면 혹은 구조화된 양상으로 고착화되기도 한다. 갈등의 구조화는 제주사회의 사회통합과 사회안정에 부정적 영향을 미칠 가능성을 배제할 수 없다. 제주사회에서 갈등의 구조와 과정을 보인 행정구조 개편 사례를 분석함으로써 공공갈등의 사회적 의미와 특성을 천착하는데 주목하였다. 제주지역에서 행정구조 개편 문제가 갈등 형성기, 심화기, 조정지, 그리고 완화기 단계를 거치면서 공공갈등의 구조화 현상을 관찰할수 있음을 보여주고 있다. 제주지역에서 행정구조 개편과 관련하여 발생한 공공갈등은 제주사회의 행정부문, 지역, 도민 그리고 시민사회 부문 간의 갈등을 야기시켜 제주지역사회 공동체의 파괴, 도민에게 상처와 고통, 그리고 지역발전과 사회통합의 저해요인으로 작용하였다. 그러나 구조화된 갈등은 어떤 방식으로든 해소하여 지역사회의 사회갈등에 대한 발생 원인을 보다 객관적이고 심층적으로 분석하고, 갈등의 구조화는 지속화되는 양상을 미연에 방지하고 대신에 이를 적극적으로 해체하는 전략과 방법을 적극 모색해 나가야 할 것이다. 그래서 공공갈등의 부정적 폐해에 대한 반성과 성찰을 통해서만 새로운 상생의 지평을 열 수 있을 것이다.

영문 초록

The modern society as a whole is likely to be diverse and complex, thus generating a varirty of social conflict in either potentifal or visual form. There have existed various types of social conflict in Jeju history, which would be emerged endlessly in the future. On the way to this process, some conflicts will be structured and have affected both social integration and social stability in a negative way. Thus, a structured conflict explicitly seens to cause social unstability and underdevelopment, even going ahead a social crisis. By alalyzing thecase of administrative system reform, this study figures out social meanings and characteristics of public conflict. Jeju society, the reshaping problem of administrative system had displayed the whole process of the conflict structrualization. The public conflict coupled with administrative structure remodeling had implicitly caused somewhat negative impacts on community solidarity, social cohesion, and local development across the Jeju society as whole It is widely recognized in Juju society that such a structured conflict in Jeju should be resolved so as reach out its commonality and prosperity Considering the advent possibility if much mor diverse and complex conflicts in Jeju locality, it is needed to lay iut fundamental reasons for them with on-depth and objective way. This scientific efforts and concerns in the academic community, as well as the public arena will be in the way to dismantle the rooted conflict. Further, when social reconsideration and political efforts to minimize conflicts negative outcomes as possible is sustained in Jeju s overall social sectors, we may be expected to look at the new horizon socioeconomic development and common prosperity among Jeju people.
