제주사회의 갈등해소와 사회통합과제

국문 초록

본 논문은 제주사회의 다양한 갈등요소 및 사회통합 과제의 현황과 그 대응방안에 대하여 살펴본다. 특히, 2006년 7월1일 제주 특별자치도의 발족과 더불어 새롭게 지역사회의 갈등해결 및 사회통합차원에서 운용되고 있는 제주 사회협약위원회 의 법과 제도를 분석한다. 논문은 이에 먼저 포괄적인 관점에서 글로벌 시대에 시장의 실패 (market failure)와 정부의 실패(government failure)속에 심화되어가는 사회적 양극화와 다양한 사회적 위험과 관련 사회통합적 과제들을 다루고 있다. 특히, 성장, 고용, 복지, 그리고 의료, 교육, 주거 등 제 사회경제적 이슈와 이를 다루기 위한 방안으로 국내외에서 발전한 다양한 유형의 사회적 대화와 그 의의에 대하여 살펴본다. 한편, 논문은 사회적 대화 유형 중 제주지역 사회협약위원회는 사회경제이슈에 대한 대응 전략으로서 사회적 대화뿐만 아니라 주로 중앙 과지 방정부의 공공정책의 수행을 둘러싸고 나타나는 대립이나 민간 기업부문에서 개발을 둘러싼 지역주민 및 시민. 사회단체와의 갈등의 조정이 핵심적인 과제가 되고 있음을 분석한다. 본고는 이러한 제주 사회협약위원회의 사회적 대화와 사회통합기능을 검토하고 그 현황과 구체적인 운영방안 및 개선방안을 검토 분석한다.

영문 초록

This article is analyzing the various types of conflicts and tasks of social integration in Jeju Island. With the beginning of Jeju Special Autonomy province from the Ist July in 2006, this article is specially focusing to the law and governance in the Jeju Social pact Committee, Which is aiming to solve the regional conflicts and to achieve the social integration, In the general context, the article is first trying to analyze the various new social risks and their challenges and to stress the market failure at the one side and the government failure at the other side in the age globalization. Especially, the new social risks appear in the fllowing issue areas such as the economic growth, employment, social welfare, heakth&care, education and housing etc. The article introduces the various types of social dialogues, which have been developing in inland and in the important foreign countries. In the mean time, the article defines Jeju Social Pact Committee as the model which is much being oriented to the function of conflict mediation more than the function of general social economic council. In other word, it is to say, that in the Jeju Social Pact Committee, not only the social diaologue as the strategy against the social risks, but also the mediation of social conflicts on the controversial public policies between the (local) government and the civil societies are being much more stressed. In this contaxt, this article is trying to analyze the function of social dialogues and the social integration in the Jeju Social Pact Committee and to suggest the improvenebt of present law and government system.
