국방획득 계약 및 원가제도의 효과에 관한 연구

국문 초록

정부는 국방예산의 효율적 운영과 방산물자의 원가절감이라는 목표를 달성하기 위해서 국방획득 계약 및 원가분야의 많은 제도적 개선을 추진하여 왔다. 정부와 방위산업체간의 정보비대칭으로 인하여 정부는 방위산업체의 생산원가를 파악하기가 어렵고 효율적 생산여부 확인도 쉽지 않았기 때문에 제도적인 측면의 개선활동은 한계가 있어 왔다. 본 연구는 선행연구들에서 국방 획득 원가 절감을 위한 중요한 요소로 인식하였던 계약유형에 따른 원가변동의 억제효과가 있는지를 분석하였다. 또한 기존 연구의 범위를 확대하여 생산적인 측면에서 국방규격 유형이 원가 변동에 어떠한 영향이 있는지 파악하고자 하였다. 본 연구에서 도출된 주요 연구결과는 다음과 같다. 첫째, 원가실적이 존재하는 품목일수록 원가변동을 억제하는 것으로 나타났다. 둘째, 계약유형에 따른 원가변동은 선행연구와는 상반되게 원가를 증가시키는 요인으로 나타났다. 셋째, 규격유형과 원가변동은 영향이 없는 것으로 나타났으나, 원가실적과 규격유형의 상호작용효과는 부분적으로 유의미하게 나타났다. 이는 종속변수인 원가변동에 중재효과가 있음을 의미한다. 본 연구에서는 다음과 같은 시사점을 제공한다. 첫째, 향후 국방 획득 물자의 조달을 위해서 국방획득 기획과 계획 단계에서 조달품의 특성을 고려하여 합리적인 계약방법의 선택이 필요할 것으로 본다. 둘째, 향후 국방 규격의 제정이나 대체, 인용 등에 있어서 실무적인 도움을 제공하였다. 본 연구는 다음과 같은 한계점을 지니고 있다. 첫째, 국방 획득 물자의 생산을 위해 투입된 제조원가를 모두 반영한 것이라고 보기는 어렵다. 둘째, 계약종류별로 원가변동에 어떠한 영향을 미치는지에 대한 추가 연구가 필요할 것이다. 셋째, 조달 실적 품들의 산업분야를 고려하여 원자재 가격변동과 환율변동이 국방 획득 원가에 어떠한 영향을 미치는지에 대한 추가적인 고려가 필요하다. 마지막으로 일반물자의 조달 실적을 대상으로 분석을 실시하였기 때문에 본 연구의 결과는 일반물자와 관련된 제한된 범위 내에서만 활용이 가능할 것으로 판단이 된다.

영문 초록

Government has been pursuing a lot of systematic improvement efforts for the purposes of cost reduction on the defense industrial products and the efficient operation of the defense budgets. Due to the information asymmetry among government and defense firms, government has been hard to know actual product costs and productive ways of defense firms. So that there would be some limits of systematic improvements for the defense industrial field. The empirical results based on the preview literature reviews and developed three hypotheses showed that the types of the specifications and contracts were significantly related with cost changes of defense industrial products. First, we found that cost changes having information of previous cost of procured products tended to be significantly decreased. Second, we also found that there were significant differences among cost changes and contract types. Third, there were not significant differences among cost changes and specification types. but we know that there would be interactions among sample products, costing changes, and previous cost information This study has provided us some issues related with not only systematic improvements but also productive methods for defense industrial products. First, it is important to select reasonable types of contracts for procurements at planning and programing stages of defense acquisition steps. Second, this study could provide us some practical helps for establishments, replacements and quotations of defense specifications. There are some limits in this study. first, the previous cost information we used in this study was actual expenses which was not perfect we thought. second, we need to show the results according to the types of the contracts. third, we need to consider the different industrial fields related in the defense industrial parts. finally, we have to use the results in the limited parts related to the general products.
