국문 초록

소프트웨어는 컴퓨터 및 시스템에 탑재되어 제품 및 서비스의 부가가치를 높이고 기업과 개인의 경쟁력을 향상시키는 핵심기술로 국가 미래 산업 경쟁력의 원천이며, 기기·서비스·사람을 연결하는 산업 성장엔진이라고 할 수 있다. 국내 소프트웨어기업은 대기업 계열의 몇 기업을 제외하고는 대부분이 수익성이 낮고 영세한중소기업이며, 글로벌 경쟁력 부족으로 해외 진출에 어려움을 겪고 있으므로 기업들의 경쟁력향상을 위해 실질적인 조세지원 정책 마련이 필요하다. 또한 기존의 조세지원정책에 대해서도대부분의 소프트웨어기업이 그 내용을 알지 못해 조세지원제도를 이용하지 못하고 있는 경우가많다. 본 연구에서 제시한 소프트웨어산업에서 시행할 수 있는 조세지원방안은 크게 다섯 가지 분야로 나눌 수 있다. 구체적으로는 (1) 소프트웨어기업의 인수·합병에 대한 조세지원방안과 (2)소프트웨어기업의 해외진출과 수출에 대한 조세지원방안, (3) 소프트웨어기업의 인력양성을 위한 조세지원방안, (4) 새로운 소프트웨어 서비스에 대한 조세지원방안 및 (5) 중소기업의 조세지원방안 등을 들 수 있다.

영문 초록

Software within computer and system is to improve the value－added of product or service andto be a core technology to strengthen competitiveness of corporation and individual. Thus it isvalid for software to be regarded as a source of competitive edge for national industry for thefuture and also an engine for the industrial growth by connecting devices, services and people. Except a few corporations the subsidiary of conglomerates, most of national softwarecorporations are small or medium－sized, which have low profitability and difficulty in overseesmarket due to the lack of global competitiveness. It arouses the significance of practical policyfor tax incentives so as to assist improvement of corporate competitiveness. Not only thatabsence of practical policy, there is also another issue that most have no proper informationabout existing tax incentives so they are not able. There are five major categories in tax incentives this study suggested for software business. With specification, there are (1) one for mergers and acquisitions of software corporations, (2)one for export and entry in oversees market, (3) one for fostering human resources in softwarebusiness, (4) one for newly launched software services, and (5) one for small and medium－sizedcorporation.
