저출산 고령사회의 자녀양육 지원정책에 대한 연구

국문 초록

본 연구는 저출산 고령사회, 직장인 부모들의 자녀양육 지원정책에 관한 욕구를 토대로 자녀양육 지원정책을 도출하기 위하여 실시되었다. 연구대상은 영유아 자녀를 둔 대전광역시 30～ 50세 직장인 부모 287명이다. 연구도구로는 김은정ㆍ오신휘ㆍ안현미(2018), 조성호ㆍ김지민(2018), 유아랑(2008)을 기초로 본 연구자가 고안한 설문지를 사용하였다. 연구결과, 자녀양육 지원을 위해 도출된 정책은 첫째, 저출산 문제를 해결하기 위한 비용 측면의 정책에서는 자녀의 수와 연령, 소득수준에 관계없이 전액 지원하는 방향의 정책으로 개선되어야 한다. 둘째, 저출산 문제를 해결하기 위한 제도 측면의 정책에서는 온종일 돌봄 서비스의 일반화와 전문인 자격제도 강화, 지자체 내의 전담 부서 및 전문 공무원 확충이 이루어져야 한다. 셋째, 저출산 문제를 해결하기 위한 시설 측면의 정책에서는 국ㆍ공립시설의 확대뿐 아니라 모든 보육시설에 대한 수준의 상향평준화를 위한 정책이 필요하다. 이러한 결과를 통해 부모들은 자녀양육과 관련한 다양한 어려움의 해결책으로서 차별 없는 경제적 지원과 믿고 맡길 수 있는 질적으로 우수한 기관에서의 양육지원을 통해 자녀양육에 대한 심리적 지원까지 원하고 있음을 알 수 있다. 이를 해결하기 위해 중앙 및 각 지방에 저 출산 고령화문제 전담기관을 설치하여 현장중심 양육지원정책 전달체계의 확립이 요구된다.

영문 초록

This study was conducted to analyze the needs of low birth rate, aged society and working parents on child care support policy., For the analysis, we surveyed parents of 30 to 50 year old workers in Daejeon Metropolitan City who had infants and young children about problems of child support policy, solution of problems, and required policy. The biggest problem of the child-rearing support policy was lack of facilities, and it was unrealization of the child-rearing support policy and system, lack of professionalism of the workers related to child-rearing support, discrimination support by income level, child abuse of the workers, and service tailored to the cost., As a solution to this, all day care service for national and public childcare facilities, expansion of professional qualification system and training institution, and full-time care service for all expenses regardless of the number, age, and income level of children were presented., The child-rearing support policies include full support regardless of the number and age of children, income level, generalization of day-to-day care services, nationalization of all facilities, expansion of national and public facilities, and leveling of all facilities., In addition, it is necessary to establish a field-based service delivery system by establishing a dedicated agency for low birth and aging in the central and each region and cultivating professionals.
