자산의 소득환산을 통한 포괄소득 산출 연구

국문 초록

우리나라 노인들의 빈곤상황은 매우 심각한 수준으로 알려져 있다. 그러나 빈곤을 측정할 때 소득과 자산을 정확히 반영했다고 보기 어렵다. 특히, 우리나라 노인들은 자산 의존도가 상대적으로 높기 때문에 빈곤을 측정을 할 때 자산이 반드시 반영되어야만 정확한 빈곤 상황을 파악할 수 있다. 본 연구는 이러한 문제 제기를 바탕으로 자산의 소득환산 방법을 도출하여 정확한 노인빈곤 현황을 파악하는데 도움을 주고자 하였다. 연구결과, 자산을 반영했을 때, 비노인가구와 노인가구의 총 소득은 큰 차이를 보이지 않았다. 이는 자산 비중이 큰 노인가구가 전체 평균을 상승시키면서 나타난 현상으로써 노인가구의 양극화 현상이 매우 심각함을 보여준다. 또한 자산이 포함된 포괄소득으로 빈곤을 측정하게 될 경우 우리나라 노인가구의 빈곤율이 감소하였다. 이런 결과는 빈곤정책의 근본적인 수정이 필요함을 말해주는 것이며, 빈곤상황을 정확히 파악하기 위해서는 반드시 자산을 포함시켜야 하고, 보다 정교한 자산의 소득환산 방법을 개발해야 함을 시사해주고 있다.

영문 초록

The poverty situation of the nation s elderly is known to be very serious. However, it is difficult to say that income and assets were accurately reflected when measuring poverty. In particular, the nation s senior citizens are relatively more dependent on assets, so that they can understand the exact situation of poverty only when assets must be reflected in measuring poverty. Studies have shown that when assets are reflected, the total income of non-aged and elderly households did not show much difference. This shows that the polarization of the old population is very serious, as it comes from the rise of the overall average among elderly households with large assets. These results indicate the need for fundamental changes in poverty policy, and suggest that assets must be included in order to accurately understand poverty conditions, and more sophisticated methods of income translation of assets must be developed.
