국문 초록

현행 중등교육은 중학교의 자유학기제 및 자유학년제, 고등학교의 고교학점제로 추진되고 있으며 대입 제도 역시 이와 관련하여 개편될 것으로 전망되고 있다. 중학교의 자유학기제 및 자유학년제는 진로 탐색 활동을 주된 목적으로 하며, 고등학교의 고교학점제는 맞춤형 진로지도를 주요 목적으로 삼고 있다. 이러한 제도는 대학입시에 있어서 고등학교 시기의 활동을 평가의 주요 요소로 설정하는 수시 입학전형과 관련되어 있다. 현재 운영 중인 대학 입시 제도는 크게 수시 전형과 정시 전형으로 나뉜다. 수시 전형은 고교 내신을 중심으로 대학에서 학생을 선발하는 것이며, 정시 전형은 대학수학능력시험의 결과를 중심으로 학생을 선발하는 것이다. 이때 수시 전형은 학생부 교과 전형, 학생부 종합 전형으로 다시 구분된다. 이 중 수시 중심의 대학입시 제도에 대하여 학생부 종합전형의 비율을 축소하고자 하는 움직임이 있다. 이에 대하여 교육계는 대체로 반대하는 반면, 다수 국민들은 찬성하는 입장을 취하고 있다. 이에 정부는 대학입시 제도에서 정시 비율을 확대하고자 하는 움직임을 보이고 있으며 이는 공정성 확보 및 부패방지의 관점에서 타당한 정책적 결정으로 평가할 수 있다. 향후 이와 관련한 사회적 논의가 공정성 확보 및 부패방지의 관점에서 수렴될 필요가 있으며, 상당 부분 위임 규정으로 처리하는 입시 제도 중 핵심 내용에 대해서는 입법 정책을 통하여 해결이 이루어질 필요가 있다.

영문 초록

The current secondary education system is being promoted as a free semester or free grade system in middle school, a high school credit system in high school, and the university admission system is also expected to be reorganized in this regard. The main purpose of the free semester or free grade system of middle school is the career search activity, and that of the high school credit system is customized career guidance. This system is related to the occasional admission screening, which sets high school activities as a major element of evaluation in college entrance exams. The university entrance examination system currently in operation is largely divided into occasional and regular admissions. The occasional screening is to select students from the university centering on the high school academic and various activity achievement records, and the regular screening is to select students based on the results of the College Scholastic Adaptive Test. At this time, the occasional screening is divided into the student subject screening and the student comprehensive screening on school life records. Among them, there is a movement to reduce the ratio of the student s comprehensive screening to the university entrance examination system centered on occasional admission. While the education experts generally opposes this, the majority of the people are taking a position in favor. Accordingly, the government is making a move to increase the on-time ratio in the university entrance examination system, which can be evaluated as a valid policy decision in terms of securing fairness and preventing corruption. In the future, social discussions related to this need to converge from the viewpoint of securing fairness and preventing corruption. And the core contents of the entrance examination system, which are handled by delegation regulations in large part, need to be resolved through legislative policies.
