헌법상 통치구조와 국정의 효과적 운영방향

국문 초록

현행 「대한민국헌법」상 행정주체는 국가, 지방자치단체, 특수법인으로 구분할 수 있다. 이들은 헌법과 법률에 따라 다양한 기능을 수행하면서 국민에게 서비스를 제공한다. 그런데 이들 기관이 필요한 자원들은 국무총리 소속 기관이 담당하는 것이 타당하지만 현재 인사업무를 제외하고는 행정각부 장관이 수행하고 있다. 또한 지방자치단체의 권한남용과 특수법인의 방만한 운영은 국정의 일관성과 체계성을 저해하고 있다. 따라서 국가와 지방자치단체의 필수자원을 통합관리하고 특수법인의 개혁을 지속적으로 전개하며, 행정주체 간의 인적교류 활성화를 통해 국정의 책임성을 높이는 것이 바람직하다.

영문 초록

Under the current Constitution of the Republic of Korea, administrative entities can be divided into state(central government), local governments and special corporations. They perform various functions according to the Constitution and law while providing services to the public. However, although it is reasonable for the prime minister to take care of the necessary resources, the Minister of Interior & Safety and the Minister of Strategy & Finance are currently carrying out other than human affairs. The inefficiency of local autonomous bodies and lax management of special corporations are undermining the consistency and system of state affairs. Therefore, it is desirable to increase the responsibility of state affairs by integrating the necessary resources of the state and local governments, continuously implementing reform of special corporations, and promoting human exchanges between administrative subjective bodies.
